There being no communications or further oral discussion , public hearing was closed on motion of Councilman Williams , seconded by Councilman Rhodes and carried , Councilman Williams moved to introduce Ordinance adding Section 60 . 7 . 1 to Ordinance No . 1130 , the Redwood City Zoning Ordinance , prezoning property in the vicinity of Atherwood Avenue and Cedarwood Way , seconded by Councilman Keckley and carried , PUBLIC HEARING , Resolution of Intention to annex territory known as "ATHERWOOD ANNEXATION NO . 2 " , declared open and affidavits of publication and mailing ordered filed . Council ' s Resolution of Intention had been adopted on December 13 , 1971 , setting public hearing for this date , to annex certain property comprising 3 . 60 acres of land at the southeast end of Atherwood Avenue . LAFC approved initial request for annexation made by owners of a portion of the property , Royer- McCarthy , on condition that adjacent parcel owned by Jules Eichorn be included in the annexation . Annexation agreement had been signed and was on file in Clerk ' s office . Mr . Jules Eichorn , 166 Selby Lane , Menlo Park advised he was one of the owners of the property proposed to be annexed , that he had lived on the property for 25 years and had all his own facilities so had no need of City services at this time . He did not feel he should be forced to annex along with the adjacent owners , There being no communications or further discussion , public hearing was closed on motion of Councilman Weymouth , seconded by Councilman Rhodes and carried , Councilman Weymouth moved to adopt RESOLUTION NO , 6667 OF THE COUNCIL OF THE CITY OF REDWOOD CITY FINDING AND DETERMINING THAT PROTEST TO THE PROPOSED ANNEXATION TO THE CITY OF REDWOOD CITY OF CERTAIN UNINHABITED TERRITORY DESIGNATED AS "ATHERWOOD ANNEXATI.ON NO , 2 " HAS NOT BEEN MADE BY OWNERS OF ONE -HALF OF THE VALUE OF PRIVATE PROPERTY WITHIN SUCH TERRITORY AS SHOWN BY THE LAST EQUALIZED ASSESSMENT ROLL , NOR BY THE OWNERS OF ONE-HALF OF THE VALUE OF PUBLICLY OWNED PROPERTY WITHIN SAID TERRITORY AS DETERMINED BY SAID COUNCIL , seconded by Councilman Williams . In response to question by Councilman Keckley , City Manager indicated that the percentage of protest was less than 50% . Motion carried on roll call vote . 1 -24 -72
