Minutes of Regular Meeting <br /> Redw000d City Council <br /> July 24 , 1972 7 : 30 p . m . <br /> Pledge of Allegiance was led by Councilman Norris . <br /> Invocation was led by Reverend Ralph Daniel , First Baptist Church . <br /> ON ROLL CALL , the following were noted present : Councilmen Marguerite Leipzig , <br /> Robert E . Norris , William C . .Rhodes , Ray A . Weymouth , James S . Williams , <br /> Mayor Paul C . Keckley , and City Clerk Marian McCrindle . Councilman Mary W . <br /> Henderson was noted absent . Also noted present were City Manager James M . <br /> Pales , Jr . , City Attorney David E . Schricker , Assistant City Manager James <br /> M . Smith , Chief of Police Jahn R . McDonald , Jr . , Chief 3uilding Official. <br /> Charles Gyselbrecht , Acting Deputy Director of Public Works Fred Sennewald , <br /> and Deputy City Clerk Frances I . Reggetts . <br /> Councilman Williams moved to approve , as submitted , Minutes of Council as Board <br /> of Equalization for GID l-- 64 , meeting of July 18 , 1972 , and Minutes of. <br /> Regular Meeting of July 17 , 1972 , seconded by Councilman Leipzig and carried . <br /> PUBLIC HEARING , on adoption by reference of " Uniform Plumbing Code , 1970 Edition " , <br /> and "Uniform Mechanical Code , 1970 Edition " , declared open and affidavits of <br /> publication of notice of hearing and publication of Ordinances ordered filed . <br /> There were no new communications . City Attorney advised of a clerical error <br /> in the Ordinance relating to the adoption of "Uniform. Plumbing Code , 1970 <br /> Edition " , under Section 9 . 85 , which as drafted stated , <br /> " if the work authorized by such permit is not <br /> commenced within 60 days from the date of <br /> issuance of such permit , or if the work <br /> authorized by such permit is suspended or <br /> abandoned at any time after the work is <br /> commenced for a period of. 60 days " , where - <br /> as this last period should be changed to <br /> read 11120 days " . <br /> Mayor Keckley invited interested persons in the audience to speak on the item . <br /> Mr . Tom Hunter , Business Manager , Plumbers <br /> and Steamfitters Local 467 , asked that the <br /> ordinance relating to the plumbing code be <br /> referred to a subcommittee of the Council <br /> for study . <br /> Mayor Keckley advised that the proposed ordinance had been reviewed by both <br /> the Council ' s Ordinance Review Committee and the Board of Building Review , <br /> who recommended adoption by the Council . <br /> Mr . Hunter expressed concern that the pro- <br /> tective provisions in the code were being <br /> lessened for the consumer , and that it was <br /> becoming more and more a manufacturer ' s <br /> code . He .referred to several areas where <br /> standards had declined , such as access <br /> to clean- outs , permitted reduction in <br /> size of drains , no requirement for air <br /> chambers , safety pan for water heaters , <br /> nor for pressure relief valves on water <br /> heaters . He stated the water heater was <br /> the most dangerous appliance in the house <br /> and described what could occur if the heater <br /> is defective and pressure builds up above <br /> the boiling point .
