Minutes of Regular Meeting Redw000d City Council July 24 , 1972 7 : 30 p . m . Pledge of Allegiance was led by Councilman Norris . Invocation was led by Reverend Ralph Daniel , First Baptist Church . ON ROLL CALL , the following were noted present : Councilmen Marguerite Leipzig , Robert E . Norris , William C . .Rhodes , Ray A . Weymouth , James S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCrindle . Councilman Mary W . Henderson was noted absent . Also noted present were City Manager James M . Pales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M . Smith , Chief of Police Jahn R . McDonald , Jr . , Chief 3uilding Official. Charles Gyselbrecht , Acting Deputy Director of Public Works Fred Sennewald , and Deputy City Clerk Frances I . Reggetts . Councilman Williams moved to approve , as submitted , Minutes of Council as Board of Equalization for GID l-- 64 , meeting of July 18 , 1972 , and Minutes of. Regular Meeting of July 17 , 1972 , seconded by Councilman Leipzig and carried . PUBLIC HEARING , on adoption by reference of " Uniform Plumbing Code , 1970 Edition " , and "Uniform Mechanical Code , 1970 Edition " , declared open and affidavits of publication of notice of hearing and publication of Ordinances ordered filed . There were no new communications . City Attorney advised of a clerical error in the Ordinance relating to the adoption of "Uniform. Plumbing Code , 1970 Edition " , under Section 9 . 85 , which as drafted stated , " if the work authorized by such permit is not commenced within 60 days from the date of issuance of such permit , or if the work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of. 60 days " , where - as this last period should be changed to read 11120 days " . Mayor Keckley invited interested persons in the audience to speak on the item . Mr . Tom Hunter , Business Manager , Plumbers and Steamfitters Local 467 , asked that the ordinance relating to the plumbing code be referred to a subcommittee of the Council for study . Mayor Keckley advised that the proposed ordinance had been reviewed by both the Council ' s Ordinance Review Committee and the Board of Building Review , who recommended adoption by the Council . Mr . Hunter expressed concern that the pro- tective provisions in the code were being lessened for the consumer , and that it was becoming more and more a manufacturer ' s code . He .referred to several areas where standards had declined , such as access to clean- outs , permitted reduction in size of drains , no requirement for air chambers , safety pan for water heaters , nor for pressure relief valves on water heaters . He stated the water heater was the most dangerous appliance in the house and described what could occur if the heater is defective and pressure builds up above the boiling point . He indicated that the 7/24/72 Reg . Mtg .
