387 After brief additional discussion , Councilman Weymouth moved to continue the hearing to February 21 , 1972 , seconded by Councilman Rhodes . In response to question by Council , Chief Building Official advised that the furnish - ings had been removed , the interior broom cleaned and the exterior debris removed . City Attorney stated that the Building Official's report and the photographs were to be made part of the record . Motion carried . (MINUTE ORDER #72 -15) (Public Hearing will be continued to February 28 , 1972 since February 21 , 1972 is a legal City holiday . ) REPORT OF BID OPENING , City-owned surplus property, Office Trailer , No bids had been received at the published and scheduled bid opening on January 19 , 1972 . Notice of Sale provided that Council may hold an auction ; however , staff recommended that the trailer be included in a forthcoming County-wide auction to be held in April . Councilman Keckley moved to authorize sale of the Office Trailer through County auction procedures , seconded by Councilman Henderson and carried . (MINUTE ORDER #72 -16 ) Request for extension of employement for two Construction Inspectors to February 29 , 1972 . Council had previously approved extension of employment to January 31 , 1972 of two Construction Inspectors , pending analysis and reorganization of the Department of Public Works . Staff report indicated that reorganization study was in its final stages and would shortly be submitted to Council . One of the recommendations to be made would be retention of the Public Works inspection capability , and it was felt to be in the best interest of the City to extend employment of the present Construction Inspectors pending final determination by Council on the reorganization . Councilman Weymouth moved to authorize extension of the two positions as requested to February 29 , 1972 , seconded by Councilman Keckley and carried . (MINUTE ORDER #72 -17 ) Proposed amendment to Council Agenda providing for "Oral Communications " . At request of Council , a report was submitted outlining basic procedures to provide for hearing oral communications on a regular basis , together with a card form which provided instructions and was for use of those wishing to participate . Mayor Bury noted that in the recommendation was the indication that Council did have the responsibility to regulate the use of this technique so as not to allow it to become a device for making it difficult to conduct normal 1 -24-72
