388 Council meetings . At Mayor Bury ' s request , Clerk read the text of the instruction card . Myron Filene , 67 Central Avenue , reported an incident in which he had requested a copy of a particular report to Council from the Clerk ' s office who declined on the basis the Council had not as yet received their copies , and referred him to the Manager ' s office where he was told a copy would be available on Monday . He asked that copies of reports be available to the public at the City Library , He also criticized the card request form in several respects ; i . e . , oral communications should be heard at beginning of meeting ; or a card may not be available to a late comer ; or a person may not want to sit through an entire meeting , Council noted that oral communications cannot take precedence over agenda items that have been scheduled for weeks , and for which others have been waiting to be heard . Margaret Sobroski , 127 Franklin , complained that persons outside the chambers could not hear . Toni Gray , 950 Iris St . , complained there were no seats available at 7 :30 P . M . Councilman Henderson felt that the suggestion to have reports available at the Library was a good one , and that perhaps by Saturday mornings thy could be available for examination at the Main Library and the Schaberg Branch Library . In additional discussion by Council , Councilman Keckley indicated he did not believe this would be a problem , but did feel that there should be sufficient time to permit Council to have the reports before they reach the public simply so that they will be prepared to respond . Councilman Henderson moved that copies of reports submitted to Council and as delivered to the press be delivered to the Main Library and the Schaberg Branch Library in order to be available to the public by Saturday , seconded by Councilman Petersen and carried on roll call vote , Councilmen Rhodes and Weymouth voting no . (MINUTE ORDER #72 - 18 ) Councilman. Henderson moved to authorize implementation of the use of oral communications cards as proposed , and as now revised and submitted , seconded by Councilman Keckley , Councilment Petersen and Keckley spoke in favor of the motion , with the understanding these are heard following regularly scheduled agenda items . Councilman Weymouth opposed the motion and felt that the procedures presently followed by Council had proved successful . Toni Gray , 950 Iris St . , thought the oral communications should be further up on the agenda , and also questioned whether the cards were printed in English and Spanish . Pat Hoey , 509 Middlefield. Rd . , criticized what Council considered " topical " . She also thought that if the cards are printed in two languages , City should hire a full - time interpreter .
