At Mayor Bury ' s request , Clerk read the text of the <br /> instruction card . <br /> Myron Filene , 67 Central Avenue , reported an <br /> incident in which he had requested a copy of <br /> a particular report to Council from the Clerk ' s <br /> office who declined on the basis the Council <br /> had not as yet received their copies , and <br /> referred him to the Manager ' s office where he <br /> was told a copy would be available on Monday . <br /> He asked that copies of reports be available <br /> to the public at the City Library , He also <br /> criticized the card request form in several <br /> respects ; i . e . , oral communications should <br /> be heard at beginning of meeting ; or a card <br /> may not be available to a late comer ; or a <br /> person may not want to sit through an entire <br /> meeting , <br /> Council noted that oral communications cannot take precedence over agenda <br /> items that have been scheduled for weeks , and for which others have been <br /> waiting to be heard . <br /> Margaret Sobroski , 127 Franklin , complained <br /> that persons outside the chambers could not <br /> hear . <br /> Toni Gray , 950 Iris St . , complained there <br /> were no seats available at 7 :30 P . M . <br /> Councilman Henderson felt that the suggestion to have reports available at <br /> the Library was a good one , and that perhaps by Saturday mornings thy could <br /> be available for examination at the Main Library and the Schaberg Branch <br /> Library . In additional discussion by Council , Councilman Keckley indicated <br /> he did not believe this would be a problem , but did feel that there should <br /> be sufficient time to permit Council to have the reports before they reach <br /> the public simply so that they will be prepared to respond . <br /> Councilman Henderson moved that copies of reports submitted to Council and as <br /> delivered to the press be delivered to the Main Library and the Schaberg <br /> Branch Library in order to be available to the public by Saturday , seconded <br /> by Councilman Petersen and carried on roll call vote , Councilmen Rhodes and <br /> Weymouth voting no . (MINUTE ORDER #72 - 18 ) <br /> Councilman. Henderson moved to authorize implementation of the use of oral <br /> communications cards as proposed , and as now revised and submitted , seconded <br /> by Councilman Keckley , Councilment Petersen and Keckley spoke in favor <br /> of the motion , with the understanding these are heard following regularly <br /> scheduled agenda items . Councilman Weymouth opposed the motion and felt <br /> that the procedures presently followed by Council had proved successful . <br /> Toni Gray , 950 Iris St . , thought the oral <br /> communications should be further up on the <br /> agenda , and also questioned whether the <br /> cards were printed in English and Spanish . <br /> Pat Hoey , 509 Middlefield. Rd . , criticized what <br /> Council considered " topical " . She also thought <br /> that if the cards are printed in two languages , <br /> City should hire a full - time interpreter . <br /> Motion carried on roll call vote , Councilmen Rhodes and Weymouth voting <br /> no .
