389 <br /> Consideration of Resolutions proposed for Council ' s attention , as adopted by <br /> the CONGRESS FOR COMMUNITY PROGRESS held on November 13 , 1971 . <br /> Mayor Bury ' s report to Council on January 3 , 1972 proposed that request <br /> of Co-Chairmen of the Congress for Council ' s consideration of Resolutions <br /> which relate to the City be set as an Agenda item for this date . Report <br /> submitted by Co -Chairmen of the Congress was provided to Council , along <br /> with the resolutions . <br /> George Leipzig , Co-Chairman of the Congress , <br /> advised that : Their committee , composed of <br /> 20 people , met on November 29th following <br /> the Congress , went through the list of <br /> resolutions passed by the Congress and <br /> _- designated which agency should receive them . <br /> It was noted in the discussion that the designations of resolutions to <br /> be considered by Council were erroneous , and Mr . Leipzig proceeded through <br /> the entire list , indicating verbally which were intended for Council . <br /> Myron Filene asked that Council also receive <br /> for consideration three additional resolutions <br /> under the "Human Relations " category . <br /> Marguerite Leipzig, Co -Chairman of the <br /> Congress , objected to having the three <br /> resolutions added at this point . <br /> The resolutions from each Panel were read by the Clerk and discussed <br /> individually , as follows : <br /> Services and Government <br /> 1 . That the City Council and other public agencies have open meetings <br /> in various neighborhoods , recognizing bilingual youth , and minority <br /> characteristics in the community , with adequate notice to reach all <br /> of the people of that neighborhood . <br /> Mayor Bury noted that most of the Council members had been at the <br /> Congress . Relative to the resolution , he pointed out that Council <br /> had used that technique from time to time . It was felt by Councilman <br /> Henderson that the suggestion was a good one , but that the public <br /> should be encouraged to invite Council into the community when there <br /> is an item of interest to certain groups , as opposed to neighborhood <br /> meetings on a random basis . <br /> Councilman Petersen moved to accept Resolution 1 in concept , recognizing <br /> there are times when it may be necessary or desirable , seconded by <br /> Councilman Henderson . <br /> Doris Wood , 1504 Gordon , stated that she <br /> believed the law required documents to be <br /> printed in two languages . <br /> City Attorney responded that there was no general requirement that <br /> all documents be printed in Spanish and English , but that there was <br /> a recent amendment that certain documents relative to elections are <br /> to be printed in Spanish and English , and that Redwood City is <br /> 1 -24-72 <br />
