That Redwood City establish a paid information and complaint <br /> referral center with a director elected by the people . <br /> Councilman Henderson stated that the City Council was the first <br /> line of complaint and referral , and indicated that with the present <br /> state of the economy in the community , that was as much as the <br /> City could afford . Mayor Bury noted that the Advisory Group to <br /> the Fair Oaks Community Center would be helpful in this capacity . <br /> Councilman Petersen moved to deny the proposal in the resolution , <br /> seconded by Councilman Rhodes and carried . <br /> Panel On Youth <br /> 1 . All youth orientated civic jobs be published in bilingual form <br /> and student body presidents , Chicano and Black organizations as <br /> well as other community organizations be informed of such job <br /> openings . <br /> Mayor Bury advised that the City did have a policy to publish job <br /> notices , City Manager indicated that if there were organizations <br /> who would like to receive job announcements , all they would need <br /> to do is place their name on file with the Personnel Department <br /> who would see that they receive announcements of all job openings . <br /> 2 , An extra effort be made in the hiring of Chicano and Black youth <br /> by the City of Redwood City and San Mateo County , <br /> Councilman Petersen commented on recent investigation conducted <br /> relative to employment of minority persons with the City , and <br /> City Manager reported that his survey showed a total of 381 filled <br /> positions . Of those 381 positions , it was found that minority <br /> (Black , Spanish surname and Oriental ) comprised 9 . 71%, and that <br /> according to Census figures , 6 . 4% of the City ' s population are <br /> in those groups . <br /> 3 . A youth advisory council be created to advise the city council , <br /> with a councilman as an advisor . <br /> Councilman Keckley commented that he was author of the Government <br /> Affairs Program which had been in effect for two years , with <br /> students sitting with the City Council , Port Commission , Planning <br /> Commission , Police Department and Parks and Recreation Commission . <br /> 1 -24 .72 <br />
