City Manager added <br /> that under the Federal Unemployment Program there is specific <br /> requirement to give preference to Veterans with regard to <br /> minority people , and that nine positions under the program. <br /> had been filled , and efforts are being made to distribute job <br /> announcements for all full time positions . He noted additional <br /> programs by the State providing for advertising job openings on <br /> radio and television . He also pointed out that the City ' s <br /> criteria for filling positions were based on qualifications <br /> of the individual and whether that person is best qualified <br /> to operate in that particular job . <br /> Mr . Rene Cardona , 290 Ellwood , advised he <br /> was moderator on this Panel , and that the <br /> intent was to have students act as <br /> participants , rather than observers . <br /> Councilman Keckley observed that when the program was being <br /> planned , it was gone into very thoroughly , and it was felt <br /> strongly that Council could not have students making decisions , <br /> since this responsibility must be borne by the Council , being <br /> elected representatives of the citizens . At the Commission level <br /> the students did involve themselves . <br /> )4 . City government put forth an effort to have two social centers in <br /> Redwood City , one for East Redwood City and the other to be <br /> determined by the youth advisory committee . <br /> Mayor Bury noted that the Fair Oaks Center would be a beginning <br /> of such involvement , but also mentioned the problem of coming to <br /> grips with the annual budget , <br /> 5 . Request that the city government build wading pools and mini parks <br /> in areas now lacking such facilities . ( Priority to East Redwood City ) <br /> Mayor Bury indicated the request pertaining to wading pools would <br /> ~�- be referred to Park and Recreation Commission , City Manager was <br /> asked to speak to the request for mini parks , and he indicated there <br /> would be recommendations in connection with the capital improvement <br /> program . He did not feel that a number of small park areas would <br /> serve the needs and that to make a park effective in terms of land <br /> 1 -2h -72 <br />
