Councilman Williams moved to REVERSE the action of the Planning Commission, and to introduce Ordinance adding Section 60 . 6 . 1 to Ordinance No . 1130 , the Redwood City Zoning Ordinance , prezoning property in the vicinity ty of Northumberland Avenue and Westmoreland Avenue , seconded by Councilman Henderson , In discussion following , Councilman Norris spoke against the motion , expressing concern that the residential neighborhood was being infringed upon .
