If Council were to entertain this as an "IP " <br /> type application, then it should consider adopting its own <br /> Resolution of Intention , which , of course , would require further <br /> public hearings . Council expressed concern relative to possibility <br /> of placing restrictions similar to requirements under "IP" to <br /> accommodate the recommendations , and City Attorney advised that <br /> Council had before it as a second portion of this item request <br /> for annexation, contingent upon approval of the requested pre - <br /> zoning, and conditions could be incorporated in the annexation <br /> agreement . <br /> Mr . Lawrence Stahl , 39 Prague Street , <br /> San Mateo , indicated his father owned property <br /> in the area . He opposed the application for <br /> prezoning , and presented a petition on which <br /> he said he had obtained 100 signatures of <br /> persons who also objected to having a warehouse <br /> coming in , because it was believed this would <br /> tend to depreciate residential property . <br /> Mr . R . W . Bibbs , 190 Northumberland Avenue , <br /> advised he was a homeowner on Northumberland <br /> directly across from the warehouse , and expressed <br /> concern , based on his experience , that there <br /> would be activity 24 hours a day , <br /> Mrs . Debbie Jauregui , 248 Fourth Avenue , member <br /> of the Housing Group , objected to displacement of <br /> low income tenants and expressed concern as <br /> to where these people could relocate . <br /> Arnell Bibbs , 190 Northumberland Avenue , <br /> read the text of a second petition opposing <br /> construction of a warehouse as being <br /> detrimental to the residential segments of <br /> the area , <br /> Myron Filene , 410 Park Street , spoke in <br /> opposition to the application . <br /> Sylvia Holt described the costs involved in relocating , <br /> and felt the people involved could not afford <br /> to move , <br /> There being no further communications or discussion, Councilman <br /> Weymouth moved to close the public hearing , seconded by Councilman <br /> Williams and carried . <br /> Councilman Williams moved to REVERSE the action of the Planning <br /> Commission, and to introduce Ordinance adding Section 60 . 6 . 1 to <br /> Ordinance No . 1130 , the Redwood City Zoning Ordinance , prezoning <br /> property in the vicinity ty of Northumberland Avenue and Westmoreland <br /> Avenue , seconded by Councilman Henderson , <br /> In discussion following , Councilman Norris spoke against the <br /> motion , expressing concern that the residential neighborhood <br /> was being infringed upon . <br /> Motion carried on roll call vote , Councilmen Leipzig and Norris <br /> 8/7/72 <br /> Reg .
