124 <br /> voting no , and Councilman Rhodes being noted absent . <br /> Request of Lalanne Properties for annexation of certain property <br /> adjacent to Northumberland Avenue . The parcel requested to be <br /> annexed comprises 0 . 32 acres on Northumberland Avenue adjoining <br /> a larger parcel owned by Lalanne Properties and is intended to <br /> facilitate expansion of existing enterprises . LAFC had approved <br /> the annexation to the City , under Government Code Section 35015 , <br /> which permits annexation procedure without necessity of a public <br /> hearing . City Manager had recommended approval of the annexation <br /> subject to execution of an annexation agreement . City Attorney <br /> noted with respect to an annexation agreement , certain points <br /> had been brought out in the prezoning hearing pertaining to <br /> requirements and conditions on the applicant which he felt <br /> should be determined in advance of approval of annexation . <br /> Otherwise , he recommended the matter be carried over . <br /> Following brief additional discussion , Councilman Henderson <br /> moved to continue the request for annexation for one week ( to <br /> August 14 , 1972 ) , seconded by Councilman Williams and carried . <br /> (MINUTE ORDER #72 -148 ) <br /> Mayor Keckley ordered a five -minute recess at 9 : 00 p . m , <br /> PUBLIC HEARING , proposed Employer- Employee Relations , declared open <br /> and affidavit of publication of notice of hearing ordered filed . <br /> Assistant City Manager noted that on June 27th , Council had given <br /> initial approval to the Employer-Employee Relations Resolution <br /> as proposed by City Manager . Resolution had been approved by <br /> attorney representing the employee organizations . He indicated <br /> it would be beneficial if the resolution became effective prior <br /> to September , when negotiations are to begin . Councilman <br /> Henderson indicated she was prepared to support the resolution , <br /> Council having previously received ciplete resume by City Attorney <br /> of recommended changes , as well as complete explanatory reports . <br /> Whitney Halteman , of Research Department of <br /> SEIU, AFL-CIO Local 715 , expressed concern <br /> regarding certain provision of the resolution <br /> establishing rules and regulations for the <br /> administration of Employer-Employee Relations <br /> such as Page 4 , relating to Sections 4 and 5 , <br /> Employee Rights and City Rights ; Page 7 , Section <br /> 11 , Access to Work Locations , and Page 17 , (b ) <br /> processing of grievances . <br /> He felt action at this time was premature , and <br /> the Meyers-Milias-Brown Act would undergo <br /> substantial amendment in the State Legislature , <br /> 8/7/72 <br /> Reg . Mtg . <br />
