City Attorney advised he had discussed the proposal in detail with Mr . Leahy , attorney representing the three employee organizations , and was given to understand he would advise the organizations he represented prior to his departure on vacation that he approved the changes . He enumerated the particular changes discussed with Mr . Leahy and approved by him . He also indicated the points raised by Mr . Halteman concerned matters which had not been changed in the least from the document previously presented to Council for review . There being no further discussion , Councilman Weymouth moved to close the public hearing , seconded by Councilman Williams and carried .
