He asked that Council defer action <br /> for one week . <br /> During the discussion , Assistant City Manager noted the proposal <br /> had been in process and under discussion for a great length of <br /> time . City Attorney advised he had discussed the proposal in <br /> detail with Mr . Leahy , attorney representing the three employee <br /> organizations , and was given to understand he would advise the <br /> organizations he represented prior to his departure on vacation <br /> that he approved the changes . He enumerated the particular <br /> changes discussed with Mr . Leahy and approved by him . He <br /> also indicated the points raised by Mr .
