146 <br /> City Manager noted that representatives of the <br /> Lions Club were in the audience and that a request <br /> had been made to change the date from September 10th <br /> to September 24th . A positive recommendation is conditioned <br /> upon the assurances as to safety and non- commercialization <br /> of the effort and also that it be subject to its receiving <br /> approval of all the property owners on the streets to be <br /> closed since it is noted that one business in the area <br /> is open . <br /> Mr . Ed . Weinholt , who is organizing this event , <br /> assured Council that all safety precautions would be <br /> taken and complete access provided to any businesses <br /> that will be open , along with policing facilities with <br /> the cooperation of members involved . <br /> 2 . County Manager to Mayor Keckley , concerning San Francisco Planning <br /> and Urban Renewal Association ( SPUR ) proposal endorsed by ABAG , <br /> for solid waste disposal , advising of Board of Supervisor <br /> position and requesting he be advised of City Council ' s opinion . <br /> (Report was submitted to Council . ) <br /> Councilman Henderson concurred with the Manager ' s <br /> recommendation , however , questioned use of Ox Mountain <br /> Canyon for refuse and looking forward to the year 2000 <br /> for resolution of our refuse problems in the area , but <br /> agreed it highly desirable to support the recommendation <br /> that new pilot studies be conducted for solutions to <br /> the problem . <br /> 3 . Copy of letter to Board of Supervisors from State Department of <br /> Public Works , advising of County ' s share of Federal Aid Urban <br /> System Funds , and requesting submittal of procedures for deter- <br /> mining priority projects . (Report was submitted to Council ) <br /> Councilman Weymouth moved to accept COMMUNICATIONS and authorize imple - <br /> mentation of recommendations , seconded by Councilman Williams and <br /> carried . (MINUTE ORDER #72 -- 161 ) <br /> (b ) ORAL : <br /> Councilman Henderson brought to the Council ' s attention that since <br /> Mr . Tegler ' s Oral Communication of last week they had received a most <br /> thorough report from the Staff and medical report which answered the <br /> questions expressed by Council . <br /> Mayor Keckley asked that Council let him know their feeling on Councilman <br /> Norris ' communication on Elimination of Council Committees . <br /> Councilman Norris moved to adjourn the meeting , seconded by Councilman <br /> Rhodes and carried .
