151 <br /> Ordinance was introduced at Council meeting of August i4 , <br /> 1972 , and affidavit of publication was on file . <br /> (b ) DAMAGE CLAIM of Robert W. Aaron , 1217 Foothill Street , property <br /> damage allegedly caused by City-owned and operated vehicle . ( Council <br /> action will deny the claim and refer to insurance carrier . ) (MINUTE <br /> ORDER #72 -164) <br /> ( c ) ACCOUNTS PAYABLE, Nos . 91965 to 92079, totaling $147 , 070 . 04 . ( Council <br /> action will approve accounts for payment by City . ) <br /> Councilman Henderson moved to approve CONSENT CALENDAR , Items (a ) through ( c ) , <br /> seconded by Councilman Rhodes and carried on roll call vote , Councilmen <br /> Weymouth and Williams were noted absent . <br /> COMMUNICATIONS : <br /> ( a ) Written - Copies submitted to Council : <br /> 1 . Mrs . Harry A . Marks , 1651 Stonepine Lane , Atherton, <br /> regarding noise pollution by railroads passing through <br /> residential areas . <br /> Councilman Leipzig suggested deferring any action until the following week <br /> (August 28 ) since Council had not received the communication in advance <br /> of the meeting . Mayor Keckley concurred . <br /> (b ) Oral - There were no oral communications . <br /> Councilman Leipzig initiated discussion regarding guidelines for the various <br /> Boards and Commissions . That perhaps it would be beneficial for them to <br /> have Council meet with them from time to time to discuss policy and <br /> direction , and provide better communication . It was suggested a policy <br /> manual might be developed for use by the various Boards and Commissions . <br /> Further discussion on type of meeting evolved on the different roles of <br /> the Boards and Commissions , and that their functions differ in certain <br /> respects , i . e . Planning Commission has certain policing powers in addition <br /> to being advisory to Council . Possibility of indoctrination of new <br /> members as to duties and responsibilities of the Boards and/or Commissions <br /> was also discussed . <br /> Mayor Keckley suggested he and the City Manager would bring recommendations <br /> to Council at a later date as to procedure with respect to the suggestions <br /> made . (Memo 8/22/72 ) <br /> Mr . James Miller , 3015 Bayshore Blvd . , wanted to <br /> know , in the event the joint meetings came about , <br /> whether he could attend . <br /> 8/21/72 <br /> Reg .
