154 Councilman Leipzig and carried on roll call vote , Mayor Keckley being noted absent . (MINUTE ORDER #72 - 166 ) Specifications for furnishing of one Street Sweeper . Staff report in- dicated that replacement of 1961 Wayne 3 -wheel sweeper was approved and funds provided in the 1972 -73 Budget . Specifications had been prepared by staff for a 4 -wheel street sweeper . There was brief discussion relative to requirement that a modified truck chassis not be used , because of wear on parts due to the weight factor , and because some manufacturers build their sweepers adapted to standard truck chassis , rather than from the ground up as a sweeper . Vice -Mayor Henderson noted that the specifications called for the unit to be painted Omaha orange , and questioned the reason , since she understood the City was discontinuing that color and most equip - ment was white . City Manager responded that the color could be changed to white in the specifications , and commented on tests by the Department of Defense which had found that the safest color with respect to visibility on public vehicles was a combination of yellow and green . He advised that Scottsdale , Arizona , actually was using this color ( chartreuse ) on their vehicles on the basis of those tests . He acknowledged the desirability of color uniformity . Councilman Norris moved that the color specifications be changed from Omaha orange to White for the Street Seeeper , seconded by Councilman Rhodes and carried . (MINUTE ORDER #72 - 167 ) Councilman Williams moved to adopt RESOLUTION NO . 6791 APPROVING SPECIFI - CATIONS FOR THE FURNISHING OF ONE STREET SWEEPER , LATEST MODEL ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR , seconded by Council- man Leipzig . Mr . James Miller , 3015 E. Bayshore Road , asked for comparison between purchasing the sweeper , and purchasing brooms and utilizing unemployed persons to sweep the streets . In response , the City Manager indicated this would be impossible to estimate , but the cost to have individuals sweep the fifteen to twenty miles per day would be astronomical , compared with the mechanized sweeper and operator . Motion carried on roll call vote , Mayor Keckley being noted absent . CONSENT CALENDAR : (a ) Adoption of ORDINANCE NO , 1546 FIXING THE AMOUNT OF MONEY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY WITHIN THE CITY OF REDWOOD CITY 8/28/72 Reg . Mtg .
