In <br /> response to question by Councilman Weymouth , City Manamr indicated that <br /> a very preliminary estimate of costs for the memorial might amount to <br /> between $ 5 , 000 and $7 , 000 . Councilman Williams directed a question to <br /> Mr . James Knecht , member of the Park and Recreation Commission , express - <br /> ing concern as to whether the memorial would be so large as to dominate <br /> the park . Mr . Knecht responded that this would not be the case at all , <br /> that it was designed so as not to detract from the park in any way and <br /> was not proposed to be a huge structure . He noted this was a primary <br /> concern of the architect , and that it was designed to be a peaceful <br /> memorial , without overwhelming the park . City Manager added that the <br /> drawings projected for viewing by Council did not show the shrubbery <br /> and trees that would be placed within and around the area , which would <br /> give a better perspective . Also , that the structure would be simple , <br /> open framework , in the style of a pergola , and not a closed building . <br /> Following brief additional discussion , Counci lmal Weymouth moved to approve <br /> the design and location of the proposed Red Morton Memorial , seconded <br /> by Councilman Rhodes . Vice -Mayor Henderson questioned whether there <br /> might be a problem or conflict foreseen with regard to proceeding with <br /> the development of the park , pending the fund - raising drive for thi s <br /> particular project . City Manager noted that there is always chance <br /> involved when depending upon private donation , but it was not antici - <br /> pated the fund drive would fall short . He added that the memorial could <br /> be built last , if necessary , in the current phase of development of the <br /> park . Motion carried .
