Rhodes , <br /> Ray A . Weymouth , James S . Williams , Mayor Paul C . Keckley , and City <br /> Clerk Marian McCrindle . Also noted present were City Attorney <br /> David E. Schricker , Chief of Police John R . McDonald , Fire Marshal <br /> George Asvos , Director of Public Works Richard J . Pusich , City Controller <br /> Jack Ference , City Treasurer-Collector Harriet Drivon , Director of <br /> Buildings and Transportation Melvin I . Moen, Planning Director Ken <br /> Schroeter , Police Captain George Bold , and Deputy City Clerk Frances <br /> I . Reggetts . <br /> Councilman Henderson moved to approve Minutes of Regular Meeting of September <br /> 11 , 1972 , subject to correction to the motion to adopt Resolution <br /> No . 6793 , approving and authorizing execution of agreement for economic <br /> consulting services (Williams -Kuebelbeck and Associates , Inc . ) , <br /> Phases 3 and 4 to be subject to prior Council approval , by addition of , <br /> " to be retained by City only , not the District . " Motion was seconded <br /> by Councilman Rhodes and carried . <br /> Mayor Keckley then announced that Certificates of Distinguished Service , <br /> in recognition of their years of service to the City , were to be <br /> presented to the former members of the Personnel Board , recently <br /> dissolved due to changes in the personnel system . Presentation <br /> was made , with appropriate expressions of appreciation , to Mr . Richard <br /> McIntosh , Mr . Walter R . Robinson , Jr . , and Mr . Edward Voss , The <br /> fourth member, Mr .
