167 <br /> In the absence of both City Manager and Assistant City Manager , who <br /> were attending a conference , the City Attorney was asked to review <br /> the written Community Progress Report , previously provided to Council . <br /> Under Community Development , total value of building permits for <br /> August was $368 , 312 , compared with permit value for August , 1971 , <br /> of $1 , 250 , 800 . Permit had been issued for foundation of County <br /> School Administrative building at 333 Main Street . Estimated value <br /> of this structure , a wood frame structure over a parking garage , was <br /> $916 , 000 . Redwood Shores : Of the 150 maximum dwelling units estab - <br /> lished in Redwood Shores by City- imposed moratorium, 92 had been <br /> completed and 52 were under construction ( 144) . Belpipe : Applica- <br /> tion for permit for this project was made to the Regional Quality <br /> Control Board on July 3 , 1972 . Following up on the matter during <br /> the week of August 7 , it was found that no progress had been made , <br /> and in fact , there was difficulty in finding someone who knew any- <br /> thing about the project summarized in the statement , "we are awaiting <br /> the approval of the Corps of Engineers , " who , it was learned , was <br /> waiting for approval from the Regional Water Quality Control Board . <br /> City had previously made application to the Corps in January , 1972 , <br /> Following further phone calls and meetings with Water Quality Control <br /> staff , procedure was straightened out , City had published required <br /> notice on August 22nd , and Water Quality Control would receive <br /> written comments , pro and con , within 30 days . Then , following <br /> public hearing , and agreement with City , Regional Water Quality <br /> Control Board would adopt a resolution granting a permit , and submit <br /> the resolution to the State Water Quality Control Board for approval . <br /> It is intended to hand carry the resolution to the State . City <br /> Council would then be asked to approve necessary plans and specifi- <br /> cations , and authorize call for bids . Assuming everything went <br /> smoothly and expedited to the greatest extent , bids would be received <br /> by the end of September and construction begun in early October . On <br /> the other hand , assuming things follow the usual form , bids might <br /> not be received before May , with construction possibly beginning in <br /> June . Parks and Recreation : The 49er Field renovation was complete <br /> and acceptable to all parties , In connection with this project was <br /> total elimination of Mitchell Field from the summer baseball program . <br /> The facility now redesigned into a regulation softball diamond , <br /> complete with sprinkler system . Project was done by City forces <br /> at cost of $1 , 340 . Recently created was the Morris Stulsaft <br /> Foundation , which provides funds for various purposes , primarily <br /> 9/18/72 <br /> Reg . Mtg . <br />
