Staff was advised in discussions with the Foundation Director regarding possibility of obtaining funds for future develop - ment of Stulsaft Park , that funds may be available if the project or portion thereof would not ordinarily be built with City funds . The matter would be pursued following development of the Park Master Plan , and Park and Recreation Commission has app anted a committee to work with staff in developing a scope of work for the plan . Staff has been working with Canada College with respect to lighting their tennis courts . The College is very interested and cost estimates were being prepared . Recreation Department had been working with San Mateo County Mental Health Service to establish a recreational activity program at Veterans Memorial Building for children with emotional problems . Mental Health would provide staff on the psy- cho logical levels and City would provide recreation know -how and facilities . Neighborhood Development Council : Due to resignation of three of five Council officers , new elections were held on August 29th , The new slate of officers were : Chairman, Fernando Vega , Mexican-American Unity Council ; First Vice Chairman , Albert Franklin ( carry-over ) , Motivation of Student Talent ; Second Vice Chairman, Arturo Guiterrez , Family Service Agency ; Treasurer , Dan Freeman ( carry-over) , Peoples Food Cooperative ; Secretary , Olga Jensen , St . Anthony ' s . The election seemed to indicate a renewed interest in the NDC by the Mexican-American community . Public Safety : Police Department is spearheading an effort to make some headway in the area of noise pollution . Police Department has made schedule changes to increase the number of men on duty during peak load hours . California Peace Officers Standards and Training ' s new Advanced Officers School now underway at College of San Mateo . Every patrolman of the department must attend the one week school during the next eighteen months . All costs are reimbursed by the State . Five officers would attend each session . Detective H .
