180 <br /> Councilman Williams moved to adopt RESOLUTION NO , 6807 APPROVING AND <br /> AUTHORIZING EXECUTION OF AGREEMENT FOR CONSULTING SERVICES FOR A <br /> TRANSPORTATION AND CIRCULATION STUDY FOR THE CITY OF REDWOOD CITY, <br /> (Wilbur Smith & Associates , Inc . ) seconded by Councilman Norris <br /> and carried on roll call vote , Councilman Henderson being noted <br /> absent . <br /> CONSENT CALENDAR : <br /> ( a ) Adoption of RESOLUTION NO , 68o8 APPROVING AND AUTHORIZING EXECUTION <br /> OF AGREEMENT FOR CONSULTING SERVICES - EMPLOYER- EMPLOYEE RELATIONS . <br /> Current contract with Industrial Employers and Distributors <br /> Association would expire October 1 , 1972 , and Staff recommended its <br /> renewal with respect to conduct of labor negotiations for 1972 -73 <br /> (b) Adoption of ORDINANCE NO , 1549 ADDING CHAPTER 18A TO THE CODE OF <br /> THE CITY OF REDWOOD CITY, RELATING TO THE REGULATION OF MASSAGE <br /> ESTABLISHMENTS AND MASSAGE TECHNICIANS . Ordinance was introduced <br /> at Council meeting of September 18 , 1972 , and affidavit of publication <br /> was on file , <br /> Mayor Keckley advised that request to be heard on the matter had been <br /> submitted and would be considered at this time . <br /> Mr . Arthur King , 3015 E . Bayshore , owner/ <br /> operator of A . King Massage Studio , reviewed <br /> the background of his entering the business <br /> in Redwood City earlier this year as a conse- <br /> quence of his having observed the benefits of <br /> massage while in College and engaged in strenu - <br /> ous athletic sports . He advised that he had trained <br /> under a Physical Therapist in Canada , and later <br /> received training in California , at the State - <br /> approved California School of Massage , from which <br /> he earned a certificate . While he supported <br /> passage of the Ordinance , he objected to pro- <br /> visions requiring evidence of graduation of anyone <br /> practicing massage from a recognized school of train- <br /> ing, or written proof of at least one year ' s ex - <br /> perience . He indicated that such qualified appli - <br /> cants are difficult to find , and that he had very <br /> strict hiring practices . He stated there were <br /> only eight schools in California , and it was his <br /> understanding the one in San Mateo was not State <br /> approved , although he intended to investigate <br /> this . He also felt that to compare 70 hours of <br /> training as is required by State approved schools , <br /> with a year of experience , was unreasonable . <br /> Council suggested to Mr . King that in view of type of activity going <br /> on, any protection that could be given an honest entrepreneur should <br /> be welcomed as an effort to upgrade the profession . <br /> Councilman Weymouth , Chairman of the Ordinance Review Committee , <br /> pointed out there had been a public hearing on the ordinance at the <br /> previous meeting , and that the Committee had discussed it with other <br /> 9/25/72 <br /> Reg .
