179 <br /> obligate itself (preparation of plans and specifications ) for TOPICS <br /> projects by January 1 , 1973 . In order not to lose $83 , 158 of Cityts <br /> $214 , 559 apportionment , reanalysis of traffic signalization program <br /> was made . On the basis of this study, it was requested that Council <br /> authorize filing of a project request with the State of Califonia <br /> for : 1 ) Signalization of Whipple -Veterans Boulevard intersection , <br /> with signal tie to Whipple Ave . and Industrial Road , including median <br /> landscaping ; 2 ) Signalization of Brewster Avenue and Arguello Street <br /> intersection, and 3 ) Signalization of Brewster Avenue and Winslow <br /> Street intersection . City Manager added that this was a requirement <br /> simply to designate projects for which City wished to spend the funds <br /> in order that they would be set aside , and did not require immediately <br /> going to bid . Unless designation of projects is made at this time , <br /> the funds would be lost . <br /> Councilman Norris moved to authorize Staff to file TOPICS Phase II program <br /> proposals as recommended , seconded by Councilman Rhodes and carried . <br /> (MINUTE ORDER #72 -178 ) <br /> Transportation and Circulation Element of the General Plan . Staff report <br /> indicated that Council had approved $30 , 000 allocation in the 1972 -73 <br /> budget for the full study and preparation . Authorization being re - <br /> quested to enter into an agreement with Wilbur Smith & Associates , Inc . , <br /> consultants , to aid in preparation of study design for the Transportation <br /> and Circulation Element . <br /> In response to question by Councilman Rhodes as to necessity for $30 , 000 <br /> expenditure , City Manager advised that the reasons for technical outside <br /> assistance were two - fold : First , several elements of the General Plan <br /> are currently being worked on at the same time , including Land Use , <br /> Traffic Circulation , Housing Element , as well as Water Front and Open <br /> Space Elements , required by State law . Second , an adequate Traffic and <br /> Circulation Element would require detailed engineering and mathematical <br /> computation to develop a plan for the City , involving combinations of <br /> various situations with respect to major thoroughfares . This element <br /> perhaps more than any other would be subject to precise mathematical <br /> evaluation . He noted for clarification that the funds involved in this <br /> authorization amounted to $2 , 500 . In response to further question by <br /> Council , he estimated the study for this initial phase would take <br /> sixty days . <br /> 9/2 5/72 <br /> Reg . Mtg . <br />
