In order not to lose $83 , 158 of Cityts $214 , 559 apportionment , reanalysis of traffic signalization program was made . On the basis of this study, it was requested that Council authorize filing of a project request with the State of Califonia for : 1 ) Signalization of Whipple -Veterans Boulevard intersection , with signal tie to Whipple Ave . and Industrial Road , including median landscaping ; 2 ) Signalization of Brewster Avenue and Arguello Street intersection, and 3 ) Signalization of Brewster Avenue and Winslow Street intersection . City Manager added that this was a requirement simply to designate projects for which City wished to spend the funds in order that they would be set aside , and did not require immediately going to bid . Unless designation of projects is made at this time , the funds would be lost . Councilman Norris moved to authorize Staff to file TOPICS Phase II program proposals as recommended , seconded by Councilman Rhodes and carried . (MINUTE ORDER #72 -178 ) Transportation and Circulation Element of the General Plan . Staff report indicated that Council had approved $30 , 000 allocation in the 1972 -73 budget for the full study and preparation . Authorization being re - quested to enter into an agreement with Wilbur Smith & Associates , Inc . , consultants , to aid in preparation of study design for the Transportation and Circulation Element . In response to question by Councilman Rhodes as to necessity for $30 , 000 expenditure , City Manager advised that the reasons for technical outside assistance were two - fold : First , several elements of the General Plan are currently being worked on at the same time , including Land Use , Traffic Circulation , Housing Element , as well as Water Front and Open Space Elements , required by State law . Second , an adequate Traffic and Circulation Element would require detailed engineering and mathematical computation to develop a plan for the City , involving combinations of various situations with respect to major thoroughfares . This element perhaps more than any other would be subject to precise mathematical evaluation . He noted for clarification that the funds involved in this authorization amounted to $2 , 500 .
