Howell , First Congregational Church . <br /> ON ROLL CALL , the following were noted present : Councilmen Marguerite <br /> Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth , James <br /> S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCRindle . <br /> Councilman Mary W . Henderson was noted absent . Also noted present <br /> were City Manager James M . Pales , Jr . , City Attorney David E. <br /> Schricker , Assistant City Manager James M . Smith , Chief of Police <br /> John R . McDonald , Director of Public Works Richard J . Pusich , Planning <br /> Director Ken Schroeter , and Deputy City Clerk Frances I . Reggetts . <br /> On roll call , the following Government Affairs Program students were <br /> noted present : Sue Byrne , Nancy Capone , Larry R . Fabbro , Renee Krahner , <br /> Rita Pityer , Peter Salsedo and Frank Yriarte . <br /> Councilman Williams moved to approve , as submitted , Minutes of Regular <br /> Meeting of September 18 , 1972 , seconded by Councilman Rhodes and carried . <br /> PUBLIC HEARING , Establishing Parking Meter Zones in publicly controlled <br /> parking lots , proposing rates , and time schedules therein, declared <br /> open , and affidavit of publication ordered filed . <br /> Resolution setting forth the proposed time zones and rates , and setting <br /> public hearing for this date , was adopted by Council on September 11 , 1972 , <br /> There being no communications or oral discussion , Councilman Weymouth <br /> moved to close the public hearing , seconded by Councilman Williams <br /> and carried . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 68o6 ESTABLISHING RATES <br /> AND TIME SCHEDULES FOR PARKING METER ZONES IN PUBLICLY CONTROLLED <br /> PARKING LOTS ; AND RESCINDING RESOLUTION NO . 6427 , seconded by Council- <br /> man Leipzig . Councilman Williams indicated for the record that while <br /> he was not against a change in parking meter zones , he did not approve <br /> a rate increase and would therefore oppose the motion . Motion carried <br /> on roll call vote , Councilman Williams voting no , and Councilman <br /> Henderson being noted absent . <br /> "TOPICS " Program - Phase II . Staff report indicated that due to recent <br /> changes in Federal policy relative to TOPICS funds , the City must <br /> 9/25/72 <br /> Reg . Mtg . <br />
