Nancy Capone was noted <br /> absent . <br /> Councilman Leipzig moved to approve , as submitted , Minutes of Regular <br /> Meeting of September 25 , 1972 , seconded by Councilman Williams and <br /> carried . <br /> Use of Federal Intergovernmental Personnel Act re : Urban Affairs Specialist . <br /> City Manager ' s preliminary report of September 15 , 1972 proposed <br /> utilization of the Federal Intergovernmental Personnel Act for <br /> acquisition of the services of a highly qualified person currently <br /> employed by the Department of Housing and Urban Development , to <br /> provide expertise in conducting studies relative to a City housing <br /> policy .
