184
this new information would not change their recommendation one
iota .
Mr . Stephen E . Katz , representing Xerox
Corporation , and Mr . Charles Ostro , made
their presentation in support of retention
of the Xerox equipment and elaborated on
comparative tables which were part of the
written submittal to Council . This included
an analysis of work being presently done on
the copier , and what is being sent out to
printers . In addition to direct costs ,
Mr . Katz mentioned factors such as produc -
tivity and waiting time , both of which he
said would be impacted drastically by this
decision . One of the tables listed vari -
ables of each of the two systems that could
affect quality . A higher level of skill
required of the operator was cited . As an
alternative to the 3600 model now used by the
City , Xerox proposed to offer a Xerox 1000
copier to do short- run copying , coupled with
a Xerox 36001I1 for eleven-and -up copies ,
and it was stated the savings per month would
approximate $200 . over the present cost .
It was indicated in response to question by Councilman Weymouth
that this proposal was something that had been available all the
time , and had been made to Staff .
Mr . Katz referred to percentage of work that
could be done on City ' s own offset , compared
with that which would still need to be sent out .
Mayor Keckley invited Staff to respond , and Assistant City Manager
indicated the matter had been carefully looked at . In response
to reference to personnel costs , he noted there is a full - time
person in Central Services , so it was not anticipated there
would be an increased cost for personnel . He indicated that
the offset system itself did not require a highly skilled oper -
ator , and that as the operator became more proficient , more things
could be done "in house " . It was hoped that in time more equip -
ment could be acquired . With respect to costs , he indicated City
would probably do printing jobs not none now , and briefly described
some of the features of the proposed equipment .
Mr . Katz suggested that Council consider a
trial period of 90 days , to determine
whether to make the investment .
City Manager noted that both he and the Assistant City Manager
had previous experience in their respective cities , and in each
case the shift was a success . One of the benefits was that after
a year or year and a-half , they were able to produce reports , docu-
ments , newsletters and other such items that could not otherwise
10/2/72
Reg .
