186 <br /> unless the adjourned regular meeting is held , the next regular meeting <br /> to consider these measures would be the night before the General <br /> Election . <br /> Mayor Keckley suggested that the Legislative Committee might meet <br /> to consider three of the measures : State Proposition i4 ( Property <br /> Tax Initiative ( so - called Watson Amendment ) ; Proposition 20 <br /> ( Coastal Zone Conservation Act) , and County Proposition "Art <br /> (Bond issue for Open Space Acquisition) , and be ready with report <br /> A and recommendation on October 30th . Councilman Williams objected <br /> to meeting on the 5th Monday solely to consider ballot measures , <br /> and felt that if two or three propositions are singled out , criticism <br /> would be leveled by special interest groups regarding other measures <br /> the Council had no business in . He agreed that if these are to be <br /> discussed in a public meeting , it should be done as in the past <br /> through the Legislative Committee , He felt otherwise that Council <br /> should not make recommendations on those issues . Mayor Keckley felt <br /> that the Coast initiative and the Watson Amendment directly affected <br /> Redwood City and that it was important to take a position . <br /> Councilman Leipzig advised , as a member of the Legislative Committee , <br /> that she believed it possible to set a meeting , and that Council had <br /> an obligation to share their views with the citizens . Councilman <br /> Williams stated that if Council were to set an adjourned meeting <br /> for the sole purpose of discussing ballot measures , he would be <br /> against it , but if it is conducted as a regular meeting , with report <br /> by the Legislative Committee , he would not object . City Manager <br /> indicated that after two weeks without a meeting , it was certain there <br /> would be agenda items , and the Legislative Committee report would only <br /> be part of those . <br /> Councilman Rhodes moved that Council hold an Adjourned Regular Meeting on <br /> October 30 , 1972 , seconded by Councilman Weymouth , with the under - <br /> standing one of the agenda items would be Legislative Committee report <br /> on the ballot propositions discussed . Motion carried . <br /> (MINUTE ORDER #72 - 183 ) <br /> Councilman Leipzig hoped that by that meeting , Council will have had time <br /> to consider her memorandum of September 25 , which listed several <br /> matters she asked be considered by Council or referred to Staff , <br /> and portions of which had already been responded to by City Manager , <br /> (Memo 10/3/72 ) <br /> 10/2/72 <br /> Reg .
