188 <br /> 1414 Gordon Street . Seven residential units were demolished . In <br /> Redwood Shores , 52 hourses by American Housing Guild were awaiting <br /> final inspection . Williams Lyons had completed construction , <br /> and their five model homes were being converted for sale . Build - <br /> ing permit valuations for the first nine months of 1972 amounted <br /> to $ 9 , 422 , 592 ( 738 permits ) , substantially down from $15 , 607 , 862 <br /> ( 618 permits ) for the same period in 1911 . Personnel : Latest <br /> census figures showed a minority population in the City of <br /> approximately 16% . Percentage of minority persons , comprising <br /> Oriental -Asian , Black and Spanish surname , within the permanent <br /> City work force , was 11 . 1%. Personnel Department was in process <br /> of reviewing validity of its examinations , particularly in the area <br /> of public safety , with the view of qualifying more minorities for <br /> City employment . The second group of management employees had <br /> begun the Motivational Management Programs Public Safety : Fire <br /> Department personnel participated with representatives of Sequoia <br /> Hospital in training for emergency cardio -pulmonary resuscitation . <br /> Mayor Keckley commented at the conclusion of the report , that with <br /> respect to the Waterfront Committee , he had received recommendations <br /> for members from Park and Recreation Commission , Port Commission and <br /> Planning Commission , so that six additional members would be joining <br /> the group at the next meeting . He indicated these names would be <br /> provided to City Manager for referral to Planning Director . <br /> Mayor Keckley referred to the personnel portion of the report , and <br /> the indication he had from persons with Spanish surnames that their <br /> minority was not accurately reflected in the Federal percentage figure <br /> given . City Manager responded briefly as to the difficulty in <br /> setting accurate criteria , and indicated there was a problem of <br /> definition . <br /> PUBLIC HEARING, Appeal of JOHN E . McCARTHY & SONS , INC . , on denial by the <br /> Planning Commission of their application for approval of a Tentative <br /> Map of Atherwood Unit No . 2 , with Exception to the Subdivision <br /> Ordinance requested , in an "R- l " ( Single Family Residential) District . <br /> City Manager noted that , like everyone else , City was affected by the <br /> State Supreme Court decision in the "Friends of Mammoth " case the <br /> previous week , and that continuances recommended by Staff for this <br /> and the following agenda item were essentially because of that decision <br /> 10/9/72 <br /> Reg .
