- . . <br /> 190 <br /> Motion to continue the hearing carried . <br /> (MINUTE ORDER #72 -184) <br /> APPROVAL OF FINAL MAP , FARM HILL CASITAS , property located at Southeast <br /> corner of Farm Hill Boulevard and Eden Bower Lane , in an "RH " <br /> (Residential -Hillside ) District , ( Challenge Developments , Inc . ) <br /> Staff had recommended continuing this matter pending preparation of <br /> an environmental impact statement as in the case of the previous <br /> agenda item . <br /> Councilman Leipzig moved to continue the matter to the first Council <br /> meeting in December (December 4 , 1972 ) , seconded by Councilman Weymouth . <br /> Mr . Charles Olivia , representing Challenge <br /> Developments , advised that non- recording of the <br /> Final Map would hold up their project . He said <br /> they felt there may be no effect to the environment <br /> by constructing four units already approved by the <br /> Planning Commission , and that the project was so <br /> small , there could be no significant effect . <br /> City Manager commented that the definition would probably be made <br /> by the Court as to what was significant . <br /> Mr , Olivia responded to question by Councilman <br /> Rhodes , advising that there had been no changes <br /> in the development from the time the Tentative <br /> Map was approved , and it had merely taken this <br /> long to get to the record map stage . <br /> City Manager indicated that the decision to move the environmental <br /> impact report as far back in the planning process as possible was in <br /> order to be fair to everyone with respect to subdivisions , and all <br /> it does is move it back to where the applicant can make it part of <br /> the process . In this case , obviously it was beyond the planning <br /> stage , and the only act left is approval of the Final Map , He <br /> noted that the development did involve hillside development , and <br /> further , that it was a non-unanimous decision of the Planning <br /> Commission . He felt it would be safer from both the City point of <br /> view and the applicant ' s point of view if the statement is required . <br /> City Attorney suggested that it would be premature for Council to <br /> review the various arguments until certifications of environmental <br /> impact statements are made through the Planning Commission , since <br /> it is that body which has been given the responsibility for review <br /> of the environmental impact statement . <br /> Councilman Rhodes felt that the developer had spent a great deal of <br /> time and effort to satisfy requirements . Councilman Weymouth <br /> inquired whether there was a possibility the timeing could be <br /> shortened . Planning Director responded that the proposed date <br /> was dictated by the work load , and explained the necessary steps <br /> 10/9/72 <br /> Reg . Mtg . <br />
