196 Councilman Rhodes moved to authorize Mayor Keckley to represent City ' s position of approval regarding proposed dues increase for proposed improved League of California Cities Service Program , seconded by Councilman Weymouth and carried . (MINUTE ORDER #72 -187 ) Report of Housing Committee re Uniform Residential Landlord and Tenant Act . The Housing Concerns Committee report to Council indicated that at its meeting on September 27 , 1972 , they had instructed Staff to prepare a statement to be forwarded to Council with recommenda - tion that it be presented to hearings on the "Uniform Residential Landlord and Tenant Act " scheduled by the State Assembly Judiciary Committee for October 12 and 13 . In commenting , City Manager noted that the Committee and Staff felt strongly that cities should make their interests known , and too often in the past , cities are not advised or consulted until after passage of legislation . Councilman Weymouth moved that the statement as submitted by Staff for insertion in the record of hearings on the "Uniform Residential Landlord and Tenant Act " scheduled by the State Assembly ' s Judiciary Committee for October 12 and 13 , 1972 , be approved , seconded by Councilman Leipzig and carried .
