395 <br /> Councilman Henderson moved to refer subject of low cost housing <br /> as it relates to Redwood Shores General Plan be referred to <br /> the Housing Concerns Committee , seconded by Councilman Petersen <br /> and carried . <br /> 6 . That the City of Redwood City and the County of San Mateo use <br /> some of the emergency employment money ( granted by the federal <br /> government) to employ job developers , whose only purpose is <br /> to develop jobs for the unemployed of the Redwood City area , <br /> Mr . Boxley spoke of the large numbers of <br /> people in need . He hoped that the City <br /> could assist in looking at the unemployment <br /> problem as well as mental health , with the <br /> object of reducing the need for probation <br /> and police functions . <br /> 8 . That the City of Redwood City give total minority and community <br /> participation , or a minimum of fifty percent minority and <br /> community participation , in the construction of the Fair Oaks <br /> Community Center at all levels of skilled and unskilled labor . <br /> City Manager indicated that four or five meetings had been <br /> held with representatives of Mid-Peninsula Contractors , and <br /> that there would be amendments to specifications for the <br /> Center which would provide for a specific affirmative action <br /> program and provide as a qualificatiaa of the bid the retention <br /> of persons residing in the area of the Center, if at all <br /> possible , and if none are available there , then the area would <br /> be expanded concentrically to the target area . Information <br /> toward this end is being compiled of persons who have the <br /> needed technical skills . <br /> Eileen Gray , 950 Iris St . , asked for <br /> clarification , and how this requirement <br /> would be enforced . <br /> City Manager explained that this would be part of the review <br /> of the bid , <br /> 12 . That it be the sense of the Congress that we should push ahead <br /> with a comprehensive drug-abuse program including setting up <br /> a drug abuse center , and that the people participating in <br /> this program be granted immunity from prosecution . <br /> Councilman Henderson recommended calling this to the attention <br /> of the County Mental Health Department , urging them to give <br /> this their careful consideration . Mayor Bury noted that a <br /> program was going forward concerning "Care Switchboard " . <br /> Don Goldmacher , 708 3rd Avenue , asked if <br /> Council intended to fund or participate <br /> in drug ( rehabilitation) program . <br /> 1 -24-72 <br />
