198 <br /> noted present : Sue Byrne , Nancy Capone , Larry Fabbro , Renee Krahner , <br /> Rita Pityer , and Frank Yriarte . Peter Salsedo was noted absent . <br /> Councilman Weymouth moved to approve , as submitted , Minutes of Regular <br /> Meeting of October 9, 1972 , seconded by Councilman Rhodes and <br /> carried . <br /> PUBLIC HEARING Abatement of Nuisances , 290 Elwood Street , 1710 Whipple <br /> Avenue , and 939-941 Main Street , opened and affidavits of posting <br /> ordered filed . Chief Building Official was sworn in by City Clerk . <br /> With respect to the structure at 290 Elwood Street , Chief Building <br /> Official reported that , subsequent to posting the building and <br /> submittal of his detailed written report , the building had been <br /> demolished and land cleared . It was therefore recommended that the <br /> abatement proceedings be terminated . <br /> Chief Building Official then advised that notice to abate nuisance , <br /> 1710 Whipple Avenue , had been posted on October 9 , 1972 , and presented <br /> a report describing the substandard and fire -damaged three-unit apart- <br /> ment , originally constructed in 1882 as a single - family dwelling , <br /> and subsequently converted to apartments . The report indicated that <br /> an inspection by the Building Department as a result of a fire re - <br /> vealed numerous Housing Code deficiencies , of which the owners were <br /> informed , and that two units of the lower floor were vacated as a <br /> response . The property changed ownership within the past few months <br /> and the new owners , Anthony and Linda Ortega , dully informed of con- <br /> ditions and actions of the Building Department . Having received no <br /> significant reaction from the new owners , the building was posted <br /> and hearing set for this date . The Department recommended instructions <br /> to the owner by resolution requiring complete rehabilitation , correction <br /> of deficiencies and reversion to comply with the Zoning Ordinance , or <br /> direction to completely vacate and demolish within thirty days . <br /> Chief Building Official added the information , not contained in <br /> written report , that in the process of posting the premises , two <br /> occupants were contacted and were offered assistance with respect <br /> to problems with the possibility of having to relocate . Both tenants <br /> were aware of actions of the Department for some time . Since then , <br /> there had been communication by Building Department with the Social <br /> Welfare Department , who was representing one of the tenants , in an <br /> attempt to seek other living quarters for them . To this time <br /> occupant had chosen not to act , pending the outcome of the public <br /> 10/30/72 <br /> Reg . Adj . Mtg . <br />
