The second tenant indicated she would also make <br /> no attempt to relocate , pending action of the City Council . <br /> Chief Building Official advised that the structure at 939-941 <br /> Main Street had also been posted on October 9, 1972 , and his report <br /> indicated that for many years , as a result of Building Department <br /> actions , the second floor of the building , constructed in 1895 , had <br /> remained unoccupied due to numerous substandard housing conditions , <br /> anchat the store on the first floor had been vacant since the <br /> spring of 1970 , Department was informed in the fall of 1970 that <br /> the rear of the building was open due to vandalism . The owner , <br /> Malcolm Von Hofen , since deceased , maintained security of the structure <br /> and attempted to sell the premises , advising prospective buyers of the <br /> Department ' s concerns . Following the death of Mr . Von Hofen , further <br /> deterioration of the building was observed , and the Department communi - <br /> cated with the heirs , attorneys for the heirs and San Mateo County <br /> Coroner ' s office ( estate administrators ) , requesting action to demolish <br /> the building in the interest of public safety . Attorneys for the <br /> heirs acknowledged the correspondence and supported action of the <br /> Department to initiate abatement proceedings . Department recommended <br /> that since rehabilitation was not economically feasible considering <br /> the advanced stages of deterioration , that the building be demolished . <br /> Chief Building Official indicated that after contacting the Coroner ' s <br /> office and the District Attorney , both had advised they cannot proceed <br /> as public agencies to act to demolish the structure without court <br /> order , which can only be precipitated by action of the Council in <br /> formal proceedings . <br /> Following conclusion of the report by Chief Building Official , there <br /> was brief discussion by Council . City Attorney asked that the docu- <br /> mentary material submitted by Chief Building Official be made part <br /> of the record . <br /> There being no communications or further discussion, Councilman Henderson <br /> moved to close the public hearing, seconded by Councilman Weymouth and <br /> carried . <br /> Councilman Norris moved to terminate the proceedings for abatement of <br /> structure at 290 Elwood Street , seconded by Councilman Rhkbs and <br /> carried . (MINUTE ORDER #72 - 190 ) <br /> Councilman Henderson moved to adopt RESOLUTION NO , 6819 DECLARING <br /> STRUCTURES LOCATED AT 1710 WHIPPLE AVENUE IN THE CITY OF REDWOOD <br /> 10/30/72 <br /> Reg .
