200 <br /> CITY TO BE A PUBLIC NUISANCE, DIRECTING THE OWNER TO ABATE SAID <br /> NUISANCE, AND ORDERING THE EXPENSE OF ABATEMENT TO BE MADE A LIEN <br /> UPON THE LAND IN THE EVENT THE NUISANCE IS NOT ABATED BY THE OWNER, <br /> seconded by Councilman Rhodes and carried on roll call vote , Council- <br /> man Williams being noted absent . <br /> Councilman Henderson moved to adopt RESOLUTION NO , 6820 DECLARING <br /> STRUCTURE LOCATED AT 939 , 941 , 945 , 949 MAIN STREET IN THE CITY OF <br /> REDWOOD CITY TO BE A PUBLIC NUISANCE, DIRECTING THE OWNER TO ABATE <br /> SAID NUISANCE, AND ORDERING THE EXPENSE OF ABATEMENT TO BE MADE A <br /> LIEN UPON THE LAND IN THE EVENT THE NUISANCE IS NOT ABATED BY THE <br /> OWNER , seconded by Councilman Rhodes . <br /> Councilman Henderson noted that in the case of both resolutions , <br /> not only were conditions hazardous , but the Building Department <br /> had worked with these for over a year in one case , and for two years <br /> in the other to resolve the situations , and felt that the community <br /> should recognize there was no undue haste in arriving at these de - <br /> cisions . Motion carried on roll call vote , Councilman Williams <br /> being noted absent . <br /> APPEAL OF JOE and JESSIE ORTEZ from denial by the Planning Commission <br /> of their application for a Use Permit to allow the establishment <br /> of a used merchandise sale as a part of a Flea Mart operation . <br /> Proposed location for the operation was at 603 Jefferson Avenue , <br /> southeasterly corner of East Bradford Street and Jefferson Avenue , <br /> in a " CB " ( Central Business ) Zoning District , Planning Commission <br /> denied the application at their meeting of October 10 , 1972 , since <br /> such an operation in this district was not deemed to be in the best <br /> public interest . <br /> Mr , Russell Green , 626 Jefferson Avenue , <br /> attorney for the Ortez family , spoke in favor of <br /> the application, feeling this would be a good <br /> outlet for persons who otherwise would like to <br /> conduct garage sales , and noted that the Planning <br /> Commission vote was not unanimous . <br /> Following brief discussion , Councilman Weymouth moved to AFFIRM the <br /> action of the Planning Commission and DENY the application for Use <br /> Permit , seconded by Councilman Leipzig and carried . <br /> (MINUTE ORDER #72 -191 ) <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6821 AUTHORIZING AND <br /> DIRECTING CONDITIONAL EXPENDITURE OF $30 , 996 FROM THE REDWOOD CITY <br /> 10/30/72 <br /> Reg .
