211 <br /> Manager responded in detail concerning the expected benefits from <br /> the membership , elaborating on two software projects under way that <br /> would benefit City , namely , fire house location , and vehicle re - <br /> placement , and that the programs were needed to supply the information <br /> so that vehicle replacement is accomplished in an economical and <br /> timely way , and so that new Fire Station No . 5 and Fire Station No . 2 , <br /> are systematically located where they would be most beneficial . It <br /> was felt that just on the basis of those two items the cost would be <br /> justified . He indicated if the service did not meet expectations , <br /> then obviously membership would not be renewed . He described some <br /> of the research and development activities of the corporation , made <br /> possible through memberships and grants , that individual governmental <br /> agencies would be incapable of engaging in , or interesting private <br /> industry in , without the consolidated interest possible through this <br /> organization . <br /> Councilman Norris spoke highly of the potentials for benefit through <br /> this membership , as did Mayor Keckley . <br /> Councilman Norris moved to authorize membership as recommended by Staff , <br /> seconded by Councilman Leipzig and carried . (MINUTE ORDER #72 -200 ) <br /> ABAG General Assembly - Councilman Henderson , Delegate . Councilman <br /> Henderson noted that , as previously indicated to Council, the ABAG <br /> General Assembly meeting would be held November 10 , 1972 , and two <br /> policy statements in particular wind be before the Assembly , one on <br /> Regional Assistance to Local Governments in Preserving Open Space , <br /> and one on Formulation of Regional Growth Policy . <br /> Councilman Weymouth moved to support the Resolutions , and to instruct the <br /> Delegate to cast a vote in favor on both policy statements , seconded <br /> by Councilman Leipzig and carried . Transfer of funds was requested for pur - <br /> chase of needed equipment for Veterans Memorial Building and Community <br /> Park Recreation Center , due to greatly increased use of these facilities . <br /> (b ) Public Works Department . Since purchase of the Tractor Loader , new <br /> Federal Occupational Safety Health Act ( OSHA ) regulations required <br /> installation of a safety canopy referred to as Rollover Protection <br /> Structure ( ROPS ) , <br /> Reg .
