210 <br /> BY THE STATE OF CALIFORNIA , seconded by Councilman Weymouth and <br /> carried on roll call vote , Councilman Williams being noted absent . <br /> EL CAMINO REAL . <br /> (a ) Channelization and traffic signal modification project - Federal <br /> and Urban Project Funding . <br /> This Federal program requires submittal <br /> of a project accompanied by a Resolution <br /> of the Council declaring intended use of <br /> FAU Program funds and requesting State approval . <br /> City Manager ' s report further emphasized that <br /> the Council action at this time would in no <br /> way pre -determine the extent of final design <br /> for the El Camino Real project . City Manager <br /> noted that public hearing had been set for <br /> December 6th on the project . <br /> Councilman Henderson moved to adopt RESOLUTION NO , 6827 DECLARING <br /> INTENDED USE OF FEDERAL AID FOR URBAN SYSTEMS PROGRAM FUNDS AND <br /> REQUESTING APPROVAL THEREOF BY THE STATE OF CALIFORNIA , seconded by <br /> Councilman Rhodes and carried on roll call vote , Councilman Williams <br /> being noted absent . <br /> ( b ) Undersgrounding Utilities . <br /> As a result of underground Utilities Advisory <br /> Committee meetings , cost estimates were pre - <br /> pared for undergrounding of utilities in con - <br /> junction with the City ' s El Camino Real FAU <br /> Project . In order to allow sufficient lead <br /> time for Pacific Gas and Electric to design <br /> the project , Council approval was requested <br /> for commitment of funds to this project , and <br /> to request Pacific Gas and Electric to make <br /> the same type of commitment . <br /> Councilman Weymouth moved to authorize Staff to notify public utilities <br /> of City ' s intention to proceed with the project , seconded by Council - <br /> man Henderson and carried . (MINUTE ORDER #72 -199 ) <br /> Public Technology Incorporated - Membership . Staff report indicated <br /> the organization is a tax exempt non-profit corporation , formed to <br /> bring the benefits of science and technology to local and state <br /> governments . PTI was sponsored by the National League of Cities , <br /> International City Management Association , United States Conference of <br /> Mayors and other national organizations to bridge the technological <br /> gap between government and private industry . Staff recommended <br /> membership at a cost of $4 , 500 , funds being available in Other Non- <br /> Departmental budget without any additional appropriation required . <br /> Councilman Weymouth expressed cmcern with respect to the phrase , <br /> " . . . public facility location and vehicle replacement programs alone <br /> would more than justify the expenditure . . . " , and the implication of <br /> a continuing annual expenditure of $4 , 500 for membership . City <br /> Reg . Mtg . <br /> 11 /6/72 <br />
