City ' s six El Toro sailboats will be de - livered shortly and sailing programs would begin at the Marina and Redwood Shores with the Winter-Spring Recreation program . Total participation in youth and playground programs during October exceeded 18 , 000 . Free medical checkups for senior citizens were held at the Veterans Memorial Building . Recreation staff , in cooperation with Stambaugh House Mental Health people , was establishing an adult and children ' s recreation program . City Manager commented on the significance of this program , in that it was different from the usual activities for Recreation Department to get into , and that effort was being made to encourage other agencies to coordinate with City in order to provide a more rounded program . Library : Assistant City Librarian Janet Lauer would retire on February 1 , 1973 . Mrs . Lauer had been employed by the City since 1930 . Transportation : The Grant Review Committee of the Metropolitan Transportation Commission met on November 9 to review grant applications from San Mateo County . Applications were submitted by Redwood City - $179 , 993 , San Mateo - $84 , 310 ; Menlo Park - $160 , 437 , and San Mateo County - $ 50 , 000 , or a total of $474 , 740 . Funds accruing to San Mateo County from SB 325 were estimated at $3 , 321 , 000 . Applications must now be formally approved by the full Commission and then by the State Depart- ment of Transportation . City Manager noted that the Resolution adopted previously by Council was very helpful in obtaining tentative approval . Because of concerns raised by the Department of Buildings and Transpor- tation , Gillig Transit Sales was required to give a 12 month guarantee on the front suspension systems on the new buses . The springs were not holding up , the guarantee had been invoked , and corrections are now in process . Public Works : Approval had been received from the State Water Quality Control for the Belpipe project , construction permit applied for from Corps of Engineers , and a reissuance for permit from the Bay Conservation and Development Commission requested . After permits have cleared , final plans and specifications can be prepared . As soon as weather permits , project can go to bid , and this was anticipated to be next Spring , so that the project should be completed and in operation by Summer .
