221 In response to question by Vice -Mayor Henderson , Director of Public Works briefly explained intended uses for the calculator and indicated that it did have applications for other departments . Motion carried on roll call vote , Mayor Keckley and Councilman Norris being noted absent . REPORT OF BID OPENING, Municipal Marina , Parking Lot Lighting, Phase I . Funds were provided in the current Budget in the amount of $5 , 500 . Seven bids were received , all exceeding this amount . Report to Council suggested three alternatives , which Director of Public Works explained were offered because of the over-run on the bids . They talked with two of the contractors , went through their quotations , and found that the high bids were basically due to the fact that small quantities were involved . One item overlooked in the estimate was cost of curbs around the landscaped areas , approximately $2 , 300 additional . He reviewed the three options available to Council : 1 ) To reject all bids and review the priorities of the project ; 2 ) Accept the low bid of A . R . G . Electrical , San Francisco , for base bid and Option A ( $9, 525 ) which would provide a light in the Charley Brown Restaurant turn-around , thereby satisfying contractual obliga- tions with the Restaurant ; or 3 ) Transfer the additional money and award total project at increased cost of $8 , 738 over the Engineer ' s Estimate . He noted that if council chose the third alternative , Public Works could negotiate a deduction for curbing, and have it done by City forces . Councilman Weymouth asked whether , if Council chose not to accept any of the bids , in Staff opinion better bids could be obtained , Director of Public Works responded that he doubted it , unless City went to the larger project , which would allow a better price per fixture if there were more of them . He indicated the choice was whether Council wanted to proceed with what they had already approved , or reconsider on the basis of the larger project . Following brief discussion, Councilman Rhodes indicated he felt Council should reject all bids . City Manager commented that the City was in a position where fends had to be obligated to satisfy a lessee , and suggested that possible not enough consideration was given to the original allocation, or there might be a question of whether the price of lighting fixtures had gone up . If the decision was to go out to bid again , he indicated there should be a determination of what kind of project was wanted . He suggested if Council decided to reject the bids , they Reg .
