Reggetts . <br /> Mayor Keckley announced the purpose of the meeting to be public hearing <br /> on proposals for improvements to El Camino Real , between Whipple <br /> Avenue and Oak Avenue . (Verbatim transcript by Certified Shorthand <br /> Reporter to be taken of public hearing and will be on file in City <br /> Clerk ' s office . ) <br /> PUBLIC HEARING , Channelization and Traffic Signal Modification Project , <br /> El Camino Real , Whipple Avenue to Oak Avenue , was declared opened <br /> and affidavit of publications ordered filed . Communications were <br /> read by the Clerk from Mr . and Mrs . Heny Morello and Jan S . Michalski . <br /> At request of Mayor Keckley, City Manager provided a brief background <br /> of the sequence of events , including prior presentations to Council , <br /> and leading to inclusion in the 5-year Capital Improvement Program as <br /> a high priority street improvement project , scheduled for initiation <br /> in the 1972 -1973 fiscal year . On that basis , Staff began preparation <br /> for beginning of planning and negotiations with the State with respect <br /> to funds for improvements on El Camino Real . As explained in the report <br /> by Director of Public Works , this was further complicated in terms of <br /> the time schedule , due to moving up of deadline dates with respect to <br /> qualifying for State and Federal funds . Staff then proceeded to take <br /> steps to coordinate both street improvements and aesthetic improvements <br /> ( landscaping and undergrounding) and put them together into a package . <br /> These were then presented in three informal informational meetings with <br /> property owners and merchants . Following this , a written report was <br /> prepared and on the previous Friday (December 1 , 1972 ) mailed to 270 <br /> property owners and merchants , as well as to Council . The report <br /> offered recommendations which came out of the processes which started <br /> following adoption of the Capital Improvement Program in July . He <br /> then asked Director of Public Works to continue the presentation <br /> with a review of his report . <br /> City Attorney asked that the El Camino Real Capital Improvement <br /> Project Report , 1972 -?3 dated December 1 , 1972 , be marked Exhibit <br /> "A " for identification . <br /> Director of Public Works indicated he would just sketch out the high <br /> points , since the report had been widely distributed .
