He noted that the two-year trial period <br /> would begin after completion of the project . <br /> Director of Public Works responded to several questions by Council , <br /> and City Manager reviewed the sources of funding . In response to <br /> question , City Manager also indicated , with respect to the effect <br /> the project would have on businesses along El Camino Real , that the <br /> proposals represented a compromise that would achieve a vast improve - <br /> ment in the safety record and considerable improvements in the street - <br /> scape , without injuring the business properties along the street . <br /> Director of Public Works responded to question converning speed limits , <br /> advising that staff felt that the elapsed time on the street would be <br /> reduced without change in the top speed . He reported that the Chief <br /> of Police had ordered a 4-hour speed check , and provided statistics on <br /> the results of that survey . <br /> Mayor Keckley invited comment from the audience . <br /> Mr . Fred Rosiger , 210 Jackson , advised he <br /> owned property and operated a business on <br /> El Camino Real , and commented on several <br /> points within the report ( Exhibit "All ) . <br /> He felt that taking 14 feet for a median <br /> with landscaping was using space needed for <br /> traffic ; he approved of proposal for coor- <br /> dinated signals as being a more effective <br /> and less costly proposal . In referring to <br /> a proposal on Page 6 to "reduce number of <br /> lanes to retain parking , " he felt this was <br /> unnecessary , since there were a present <br /> three lanes in each direction , plus parking . <br /> Mayor Keckley asked staff to give the reason for the proposed 14-foot <br /> width of the planting area . Director of Public Works advised that <br /> the 14 feet was basically the necessary width for a protective median <br /> and for the additional lane required for left turns . In response to <br /> question concerning coordinated signals , Director of Public Works <br /> indicated that the work could be done now , but pointed out the <br /> number of accidents relating to parked cars , fixed objects , side- <br /> swipes , etc . , which would not benefit by singling out this one phase <br /> of improvements , but should be done along with additional lane width <br /> and actual separation between opposing traffic . <br /> Mr . John R . Dini , 1293 Windsor Way , operator <br /> of B & D Sports , disagreed with the state - <br /> ment that the project would not hurt business- <br /> men along El Camino Real , and felt if the project <br /> went ahead , he could not afford to remain at his <br /> location . <br /> 12/6/72 <br /> Adj .
