He felt that stream- lining El Camino Real was not going to reduce to any great degree the safety factor . He felt that some left turns could be eliminated . He reported on a similar project in San Carlos , which was dropped because of similar objections with respect to the affect on businesses . Mr . Dick Mitchell , P . O . Box 5588 , Redwood City , indicated he would be in favor of the proposal for tow -away zones , but not as presented , with a two-year trial period . He commented on the lack of coordinated traffic signals , approved of eliminating left turns and reduction in side - walk widths , opposed medians , stating that the State had gone to partitions instead of medians . He felt eliminating on- street parking was need - less . City Manager responded that the width of the median was not only for safety , by keeping opposing lanes apart , but also for aesthetics . Mr . Dick Neher , 1447 El Camino Real , (business , State Farm Agency ) , felt that he had made a good choice in selection 18 years ago of a site for his business , but that if parking is done away with , and tow -away zones used at peak hours , this would be disastrous for his business . He stated that he had contacted the State Division of Highways regarding the pro- posed project , and none had heard of it in Permit Design , but did locate someone in Traffic Department who was aware of Alternate #3 ( of Exhibit "A " ) He also felt that many of the left turns should be eliminated . He suggested Lathrop street as a parallel route , and also the extension of Redwood Avenue as a way for people travelling West . Director of Public Works refuted the implication that the State was unaware of the proposals , advising that as a reminder the Division of Highways had written him on November 20 , 1972 . He read portions of the letter (marked Exhibit "B " for identification ) , beginning with the last two paragraphs , stating , "As a basis of our approval of this project , we will recommend that a Cooperative Agreement be executed between the State and Redwood City stipulating that : "a . The City will establish tow -away zones for peak hours in conjunction with the proposed improvements . No parking restrictions will be installed two years from the date tow -away zones are established . "b . If tow -away is not strictly enforced and problems are encountered , on- street parking prohibition will become effective immediately at the request of the State . " Therefore , the State was aware . City Attorney advised that he had not had the opportunity to review the letter referred to , but felt there might be certain elements that might raise the question of legality .
