236 Mayor Keckley ordered a five -minute recess at 10 :00 p . m . Mr . Wilburn Trice , 1326-1328 El Camino Real , did not feel that traffic needed to be moved faster than now , and reported test runs he had made the previous day between 5 : 00 and 6 : 00 p . m . , Whipple Avenue to Oak, taking 6 minutes , and never exceeding 35 mph . He felt speed was the major problem , and commented on coordinated signals in Menlo Park and in San Mateo , allowing traffic to proceed smoothly at a given speed , while Redwood City has fewer signals , but traffic must stop at each one . Mrs . Cecelia Weiner, 1812 Willow Road , Palo Alto , owner of property on 700 Block of El Camino , advised she leased the property to a business , and indicated there was nowhere in that block where off- street parking would be available . Mr . Carl Kriletich , 70 Foss Drive , felt that the tabulation on accident statistics (page 4 of Exhibit "A " ) did not reflect an accurate picture , and felt that the money for the project could be put to better use , naming some streets in the hillside area of Redwood City requiring improvements . Mr . William Royer , 1047 Whipple Avenue , reported on his experience in losing on-street parking , and that creating more lanes just created more traffic . He felt first consideration should be given to coordinating traffic signals , and eliminating left turn lanes , to see if that works . He suggested a "business impact study " to determine the effect on the merchants . Councilman Leipzig inquired whether the State would want the over-all project , or whether it was possible to go ahead with any part of it . Director of Public Works responded that it was a State highway , of course , and that the State felt as strongly about maintaining traffic flow as the City felt in maintaining parking while still maintaining traffic flow . He added that the State would have very much to say about El Camino Real , whether the money is theirs or the City ' s , solely because they would have to issue the permits . He noted that staff has a safety project it can always fall back on . To begin with , they only wanted signalization for the Roosevelt , James and Brewster intersections , and in making investiga- tion , staff suggested the coordination of traffic signals , as long as the work was being done . He said the State would probably agree to some project with the signalization , but they would have to approve anything the City did on this highway . Councilman Weymouth asked whether the State would be insistent on elimin- ating on- street parking . Director of Public Works advised they would not , if the highway is left as is , but any planning involving large sums of money would require their blessing . 12/6/72 Adj . Reg . Mtg .
