237 In additional discussion, Councilman Rhodes asked whether Council could take action to approve or disapprove the project at this meeting . City Attorney advised that before action could be taken the public hearing must be closed , and that Council did have some options with respect to proceedings . However , Federal regulations required that the record to open for ten days , although this would not preclude taking on option , He then listed the alternatives . Councilman Rhodes moved to close the public hearing, seconded by Council - man Weymouth and carried , Councilman Rhodes moved to terminate the proposed project , seconded by Councilman Weymouth , who expressed concern for the businessmen who objected to elimination of parking , and felt that perhaps some of the other suggestions proposed could be done , instead . Councilman Henderson spoke in opposition to the motion , indicating that terminating pro- ceedings would have an adverse effect on Redwood City and would be counter to the philosophy in the 5-year Capital Improvement Program . Councilman Williams felt that improvements were necessary to El Camino Real , and was not totally against the project , but suggested that the City should go back and look at other options . Councilman Leipzig agreed that the project should not be " skuttled " completely . Councilman Rhodes stated that his intent in the motion to terminate related to the project that would eliminate parking , and intended nothing that would prevent staff from coming back with another plan . At recommendation of the City Attorney , Councilman Rhodes further clarified his motion to specify Alternate Plan 1 ( Exhibit "A " ) , which leaves El Camino Real as it is now , but with Staff to come back at any time with alternate plans for improvement . Mayor Keckley felt that the motion was a step backward , and that improvements were needed for safety reasons . He added that Council would need to make a decision by December 18th , or the decision would be made for them . Following additional discussion , motion FAILED on a tie vote , Councilmen Henderson , Leipzig and Mayor Keckley voting no ; Council- men Rhodes , Weymouth and Williams voting yes , and Councilman Norris being noted absent . Councilman Henderson moved that Council have on its agenda of December 18 , 1972 , as a regular item of business (not a public hearing) , consideration of Alternate Plan 3 ( of Exhibit "A " ) , seconded by Councilman Williams . Councilman Weymouth asked whether the absent Councilman ( Councilman Norris ) would have the privilege of voting at that time , having not participated in the public hearing . City Attorney advised that Councilman Norris could 12/6/72 Adj . Reg . Mtg .
