248 <br /> additionally from the County , should relieve the City from having to <br /> fund any "out of pocket " sums toward awarding the contract . <br /> City Manager and Assistant City Manager both explained the funding <br /> which would be expected of the City during construction period as <br /> to Change Orders which could only be estimated at this time to some <br /> $20 , 000 to $30 , 000 . City Manager also advised landscraping not <br /> included in the original costs , but expected this cost to be worked <br /> into next year ' s Budget and possibly expended through use of City <br /> personnel in this phase but not to be considered until after building <br /> essentially completed . <br /> Councilman Henderson moved to adopt RESOLUTION NO , 6849 AUTHORIZING <br /> FILING OF AMENDED APPLICATION FOR NEIGHBORHOOD FACILITIES GRANT UNDER <br /> HOUSING AND URBAN DEVELOPMENT ACT OF 1965, seconded by Councilman <br /> Norris and carried on roll call vote , Councilmen Rhodes and Weymouth <br /> being noted absent . <br /> Request of Redwood City Downtown Association to offer free bus <br /> transportation to the residents of Casa de Redwood . <br /> Copy of communication from the Downtown Association submitted to Council <br /> outlining proposal which they hoped City could join with them to provide <br /> free bus transportation to and from downtown for residents of Case de <br /> Redwood the week before Christmas (December 18-23 ) by them deferring <br /> . 15$ of each . 250 and City to off- set the other . 10¢ , <br /> City Attorney noted that both he and Councilman Leipzig were members <br /> of Board of Directors of Casa de Redwood and would be ineligible to <br /> participate in any action which Council might take concerning this <br /> proposal . <br /> City Attorney , however , advised with respect to this particular <br /> question at hand , that in this opinion any Council action approving <br /> such a proposal would be illegal , in terms of denial of equal rights <br /> to all citizens of the community on same proposal , and constitute a <br /> gift of community funds to the private equity involved . He suggested <br /> Downtown Association could instead of their present proposal , provide <br /> these benefits to Case de Redwood residents directly either by making <br /> a gift of funds or through tickets prepaid for transportation, or some <br /> portion thereof . <br /> Councilman Leipzig stated she had been advised Downtown Association <br /> could only fund totally free transportation for three days , but not <br /> the full week .
