247 Mayor Keckley advised that the subject was not open for public discussion . City Attorney reported that unfortunately Council had not been apprised of information received by Staff late that day , to the effect that following investigations , the District Attorney had authorized release of informa - tion that it has been determined to refer the matter to the Grand Jury for review . He also advised that it could be prejudicial to the Grand Jury investigation to have a public discussion . Councilman Weymouth moved to adjourn the meeting to an Adjourned Regular Meeting ( Executive Session) Wednesday , December 13 , 1972 , at 5 : 00 p . m . , City Manager ' s Office , City Hall , for the purpose of discussing employer- employee labor negotiations , seconded by Councilman Henderson and carried . City Manager ' s Office Mayor Keckley called the meeting to order at 5 : 00 P . M . ON ROLL CALL the following were noted present : Councilmen Mary W . Henderson , Marguerite Leipzig , Robert E . Norris , James S . Williams , and Mayor Paul C . Keckley . Councilmen William C . Rhodes and Ray A . Weymouth were noted absent . Also noted present were City Manager James M . Pales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M . Smith , Personnel Director Michael Brock , and City Clerk Marian McCrindle . Noted also present for the purpose of discussion of employer-employee labor negotiations with Council were Ray Smardon , President , and Richard Bolton, of City ' s labor representative firm, Industrial Employers and Distributors Association . Approval of amended application for Neighborhood Facilities Grant (HUD ) under Housing and Urban Development Act of 1968 . City Manager advised Resolution — proposed for Council action was essentially to formalize a request for addi - tional amount of funding by HUD over and above the original allocation approved . He advised of conversations held by HUD representatives with Staff indicating approval of further funding requested since they were aware original amount requested was now insufficient , mainly due to time span of rising costs since costs first estimated . He stated it had been indicated that City would get an additional $60 , 000 from HUD , but hoped this formal action would in turn aid in finalizing formal approval . This amount , together with the $12 , 000 expected 12 /13/72 Adjd . Mtg . Executive Session
