405 <br /> City Manager spoke relative to the condition recommended by Planning <br /> Commission requiring a 5 -foot setback for possible future widening <br /> of Bay Road . He indicated the problem could probably apply to many <br /> of the other streets in Redwood City , and that it was difficult for <br /> Planning Commission , Planning staff or Council to make these determina- <br /> tions in the absence of a Traffic Circulation Element to the General <br /> Plan . He recommended strongly that the City adopt in the immediate <br /> future an adequate traffic circulation element so that such decisions <br /> would be rational in the future , and saw no reason to require dedications <br /> from this property owner , since no one knew how wide Bay Road ultimately <br /> might be . He suggested , however , that the Planning Commission ' s <br /> initial recommendation with respect to setting back 5 feet be adopted , <br /> although it would work a hardship insofar as installation of slump <br /> stone walls which they would like to construct as screening of the <br /> loading dock area , along with landscaping . He also suggested landscaping <br /> be required to be done in adequate fashion to provide sufficient <br /> screening . His conclusion was that the initial recommendation of <br /> Planning Commission should be accepted , which would require only the <br /> 5 -foot setback , and allow no buildings or structures within the setback <br /> ( Section 30 . 49 (b ) of the Subdivision Ordinance ) . <br /> Mr . Axtell indicated the 5-foot setback was <br /> a compromise that wp uld be acceptable to them . <br /> They did , however , want the Bay Road frontage <br /> to be attractive , and indicated their architect <br /> recommended masonry which they felt would be <br /> more attractive than landscaping . He stated <br /> they would be willing to accept an additional <br /> condition that they would bear the cost of <br /> removing the slump stone wall , in the event <br /> Bay Road ever is widened . <br /> City Manager reiterated his belief that walls were unnecessary to make <br /> the frontage attractive , provided an excellent job was done on the <br /> landscaping . He also felt where undergrounding utilities was concerned , <br /> this could have an effect later if there were structures where utilities <br /> might be undergrounded . He then referred to another item on the agenda , <br /> pertaining to recommendation for formation of Underground Utilities <br /> Advisory Committee , which would be represented by Planning and Public <br /> Works Departments , as well as PG&E , PT&T and CATV, whose purpose would <br /> be to formulate a specific program for future undergrounding of existing <br /> overhead utilities , in keeping with current Public Utilities Commission <br /> regulations and City Ordinances , and as part of the Capital Improvement <br /> Program . This plan has been used successfully as a tool for long range <br /> planning in which priorities are set for utilities on all City streets . <br /> Under a continuing program of PUC , utility companies are required to <br /> set aside funds every year . The program would assist in making the <br /> determination of priorities . In additional discussion , he indicated <br /> that the undergrounding for this one block would exhause the year ' s <br /> allocation of funds for the entire City . He indicated in response to <br /> 2 -7 .72 <br /> r. <br />
