414 <br /> Association and Peninsula Fire Chief Association ; and their interpreter , Redwood <br /> City Fireman James Serra , was invited to introduce the gentlemen individually , <br /> as follows : Guillermo Orizaga M . , Chief ; Juan Jose Orizaga M . , Chief ; Eliseo <br /> Reynaga S . , Assistant Chief ; Jose Isabel Rivera A . , Fireman ; Tomas Lopez Medina , <br /> Fireman , Vice Mayor Keckley responded with appropriate remarks welcoming the <br /> Firefighters to Redwood Cit y . <br /> Councilman Weymouth moved to adopt RESOLUTION NC , 6675 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR PROFESSIONAL AUDITING SERVICES FOR FISCAL YEAR <br /> 1971 -1972 , seconded by Councilman Petersen . Proposal of. C . G . Uhlenberg and <br /> Company dated December 7 , 1971 , had been reviewed by staff as requested by <br /> Council , and was recommended for approval . Funds were available for estimated <br /> cost of services in the amount of $7 , 500 . Motion carried on roll call vote , <br /> Mayor Bury being noted absent . <br /> Councilman Petersen moved to adopt RESOLUTION NO . 6676 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR CONSULTING SERVICES (ASSESSMENT MANUAL ) , seconded <br /> by Councilman Rhodes . (Addendum to the motion later offered and seconded ) . <br /> Marshall_ and Stevens , Inc . , appraisers fa- General Improvement District 1 -64 , <br /> recommended that an Assessment Manual be developed for the District , in order <br /> to remove inconsistencies in appraisal methods from year to year . Development <br /> of the manual would assure staff and property owners an the District that all <br /> property was being appraised uniformly under applicable laws . Cost was estimated <br /> at $ 5 , 000 , and time involved about 45 days . GID 1 - 64 Maintenance and Operation <br /> Budget contemplated the manual being formulated , and no appropriation was <br /> therefore necessary . <br /> Councilman Henderson expressed the hope that in preparation of the manual the <br /> feasibility report would be taken into an ? flint , and also that Council would <br /> have opportunity to review the manual in preliminary form before it becomes <br /> established practice . City Manager indicated the purpose of the manual was to <br /> provide a written document by which laymen and professionals alike would be <br /> able to understand the means by which land and improvements were assessed for <br /> taxation purposes . City Controller added that the manual would set out <br /> procedures to be followed in appraisal of the property , and that the County <br /> assessing procedures were different from those in the District . Also that the <br /> manual would be developed consistent with the assessment used in the County , <br /> but would be more precise in that one area . With respect to submitting the <br /> manual in draft form to Council , City Manager suggested that this be included <br /> as part of the Council ' s approval of the Resolution . Maker of the main <br /> motion offered an addendum which was seconded , to require submittal to Council <br /> of the manual in draft form for review .
