4124 <br /> to be tied into a completed General Plan covering all these various phases of <br /> improvement programs to indicate clearly and specifically the needs , and why he <br /> would be stressing the adoption of a fully completed General Plan by next year . <br /> He stated how this Plan would then result in specifics for planning well ahead of <br /> time , even for bond issues , where full facts were presented both graphically and <br /> defined as to merit , and then translated to costs and priorities . <br /> Discussion also held concerning financing problems which were faced in prior years <br /> and how to get back into development of a Capital Improvement program as now <br /> proposed , and changes which might be possible this year as to sales tax allocations . <br /> Review made of three points felt required for programming : ( 1 ) Capital Improvement <br /> program of highest priority ; (2 ) Operating program with five year estimates in <br /> the Budget ; ( to be included by next year ) ; ( 3 ) Revenue planning not only for short <br /> range , but long range also , for indicating intentions and timing to put into <br /> effect . <br /> Council then discussed scheduling of weekly budget study sessions which had been <br /> proposed as in the past and possibility of considering manner in which City <br /> Manager indicated he had previously operated with a continuing study session being <br /> held over a weekend in order that continuity not last in separate weekly sessions . <br /> Council also discussed possibility of having a sepcial orientation review of City <br /> Budget operational structure for new Council members prior to commencement of <br /> presentation for Council ' s decisions . City Manager stated he had it in mind to <br /> plan an orientation type of review for new Councilmen on basic legal structure of <br /> City , which would be broader in scope , but also include Budget information . Council <br /> also questioned how publicity to community could be made in order their attendance <br /> could be invited under this new type of scheduling . <br /> Date of May 10th was fir orientation review of City matters at an adjourned meeting <br /> for all interested to attend , and that May 13th be set for commencing of Budget <br /> Study meeting . <br /> Councilman Williams moved to adjourn , seconded by Councilman Weymouth and carried . <br /> Meeting adjourned at 4 :45 P .
