426 <br /> Continued PUBLIC HEARING , Abatement of Nuisance , 3500 Highland Avenue , from meeting <br /> of January 24 , 1972 . Chief Building Official recommended further continuance <br /> pending settlement of property ownership by the court , and subject to the <br /> condition that the property and building are not further vandalized . City <br /> Manager noted that an updated report by the Chief Building Official had been <br /> submitted to Council . <br /> Mr . Edward Washburn , Counsel for Great Western <br /> Savings and Loan Association , indicated that <br /> their difficulty was the property was in process <br /> of foreclosure in court and they did not have <br /> legal right to possession at this time . He <br /> stated that the owners had no intention of <br /> satisfying the load and it was just a matter <br /> of waiting the three months , after which they <br /> anticipated they would acquire the property . <br /> He also noted another person held a second <br /> mortgage behind theirs , and understood they <br /> were interested in reinstating . In response <br /> to question from Mayor Bury regarding a firm <br /> date , Mr . Washburn thought one month remained <br /> under the statutory period , <br /> ( Councilman Petersen entered the meeting at 7 : 50 P . M . ) <br /> Mr . William Royer , 1047 Whipple Avenue , indicated <br /> they had been in contact with the Meyers ' ( owners <br /> of record ) , and they had agreed to give his client <br /> a deed to the property which would eliminate <br /> further delay . He expected the deed would be <br /> received within the week, after which loan would <br /> be reinstated and they would proceed with rehabili - <br /> tating the property . <br /> There was brief discussion relative to an appropriate length of time for further <br /> continuance , and City Manager recommended continuing the matter to April 3 , 1972 . <br /> Councilman Keckley moved to continue the public hearing to Council meeting of <br /> April 3 , 1972 , seconded by Councilman Rhodes and carried . (MINUTE ORDER #72 -37) <br /> TOPICS Project Administration Certification . A resolution was requested by the <br /> Federal Government to formalize City ' s request for authorization to administer <br /> TOPICS Program under previously approved agreement with the State requesting <br /> Federal funds for improvement of Farm Hill Boulevard Signals and Alameda -Jefferson <br /> Signals . Resolution would commit the City to comply with Federal regulations <br /> in regard to administering a Federally financed project , primarily concerning <br /> labor compliance , equal employment opportunity , sampling and testing , and <br /> coordination of records and documents between Department of Public Works and <br /> Controller ' s Office . <br /> Councilman Keckley moved to adopt RESOLUTION NO . 6683 REQUESTING ADMINISTRATION <br /> CERTIFICATION FROM DIVISION OF HIGHWAYS, STATE OF CALIFORNIA, FOR THE "TOPICS " <br /> IMPROVEMENT PROJECT , seconded by Councilman Weymouth and carried on roll call <br /> vote , Councilman Henderson being noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 668 + APPROVING SPECIFICATIONS AND <br /> CONTRACT DOCUMENTS FOR ONE AIR COMPRESSOR ; AND AUTHORIZING CITY CLERK TO CALL <br /> FOR BIDS THEREFOR , seconded by Councilman Petersen . <br /> 2 -28-72 <br />
