4128 <br /> Carl Kriletich , 70 Foss Drive , advised he lived <br /> in the area , and questioned what area was being <br /> requested to be connected to sewer , since there <br /> were problems . <br /> City Manager responded that the action essentially was prescribing a fee for a <br /> permit which already had been granted . Motion carried on roll call vote , <br /> Councilman Henderson being noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6686 GRANTING CONDITIONAL SEWER <br /> CONNECTION PERMIT TO PREMISES SITUATE OUTSIDE CITY LIMITS PURSUANT TO SECTION <br /> 27 . 21 . 1 OF THE CODE OF THE CITY OF REDWOOD CITY ; AND STATING CONDITIONS THEREOF <br /> AND FEES THEREFOR (ROYBALL) , seccn ded by Councilman Keckley . City Manager <br /> referred to his report in which further recommendations had been made which he <br /> had hoped Council would agree with : That until such time as the Emerald Lake <br /> Hills General Plan Study is complete and annexation and connection fee policies <br /> of the City have been reviewed , the following apply : 1 ) Granting of permission <br /> for outside connections to the City sewer system be accompanied by a required <br /> payment to City of $ 500 non-refundable fee per connection ; 2 ) the only outside <br /> sewer connections which will be favorably considered by the City involve existing <br /> units where the County Health Department has determined that a hazard exists and <br /> an abatement notice has been issued regarding an existing septic tank ; 3 ) The <br /> Staff be instructed to review existing policies of the City regarding outside sewer <br /> connection and annexation fees , with the intent of proposing and updating and <br /> standardization of such policies , in coordination with results of the Emerald <br /> Lake Hills planning study . <br /> Councilman Keckley moved to approve the three recommendations as submitted , seconded <br /> by Councilman Williams and carried , (MINUTE ORDER #72 -38 ) <br /> Dumbarton Fire Protection District . Staff report indicated that under the existing <br /> contract for fire protection service with the Dumbarton Fire District , the District <br /> owed the City payment amounting to $39 , 565 . 50 , of which 537 , 069 . 50 was for the first <br /> half of 1971 -72 and $2 , 496 . 00 remained in arrears for 1970 -71 . No respane had been <br /> received to date to a letter from City Controller to the District requesting <br /> payment . <br /> Councilman Keckley moved to authorize City Attorney to take whatever legal action is <br /> required to recover such funds as are due and owed to the City by Dumbarton Fire <br /> Protection District under the existing contract , seconded by Councilman Rhodes <br /> and carried (MINUTE ORDER #72 --39 ) <br /> City Manager referred to his written report in which additional recommendations <br /> were made to petition LAFC to initiate action to abolish the District , and also <br /> that City petition LAFC and County Board of Supervisors to initiate action to <br /> form a County Service Area for structural fire protection purposes , boundaries <br /> to be co- terminus with the District . Councilman Petersen expressed approval of <br /> 2 -28 -72 <br />
