434 <br /> Mayor Bury with a framed photographic enlargement depicting a scene at the <br /> Redwood City Municipal Marina which would serve as the front cover of the <br /> new edition of San Mateo directory . <br /> Mayor Bury noted that the Telephone Company was engaged in a program to <br /> encourage employees and other individuals to take part in community <br /> government , and that the City is retaining a file of those who have expressed <br /> a desire to participate . Mr . Seebauer advised that the Telephone Company <br /> was sponsoring a " Candidates ' Night " on April 6th , 7 :00 to 9 : 00 P . M . , at <br /> their offices at 910 Marshall Street ; not for the purpose of hearing speeches , <br /> but to acquaint citizens with the candidates . <br /> Continued PUBLIC HEARING , Resolution of Intention of the Planning Commission to <br /> amend the Zoning Ordinance , Ordinance No . 1130 , relating to fee structure <br /> for Zoning Ordinance applications , declared opened and affidavit of publication <br /> ordered filed . There were no communications . There was brief discussion <br /> concerning provision in the draft ordinance in Section 41 . 4 ( c ) pertaining <br /> to review of applications by the Commission within 40 days , which was <br /> determined to be an existing provision and not a revision , <br /> Councilman Henderson suggested that in the future , for submittal of draft <br /> ordinances , the technique of striking out be used , rather than preparing a <br /> clean copy, to facilitate comparisons . (Memo 3 -7-72 ) , In response to question <br /> by Council , City Manager advised that revenues generated by the increased <br /> fees would go into the General Fund and explained the justification for this <br /> procedure . <br /> Councilman Keckley noted the Planning Commission was divided on the proposal <br /> for refund of Appeal fee to Council , in the event decision of the Planning <br /> Commission is reversed by the Council , He noted there are additional costs <br /> for publication , staff time , etc . , for processing appeals and felt the fee <br /> should not be refundable . Councilman Williams noted that at present the <br /> fee is not refundable , in the case the appeal is reversed , and expressed dis - <br /> agreement with the theory that the Planning Commission is assumed to be in <br /> error if the Council , as ultimate authority , reverses their decision . <br /> Following additional discussion regarding justification for a non-refundable <br /> fee in a lesser amount , Councilman Keckley moved to close the public hearing, <br /> seconded by Councilman Weymouth and carried . <br /> Councilman Henderson moved to introduce Ordinance amending Sections 41 , 1 , 41 . 4, <br /> 42 , 2 , 43 , 2 , 44 . 2 , 45 , 5 , 46 . 3 of Ordinance No . 1130 , the Zoning Ordinance of <br /> the City of Redwood City, relating to the fee structure for Zoning Ordinance <br /> applications , with the proposed change in language in Section 48 . 3 ( c ) of <br /> the draft to state "A nonrefundable fee of $ 50 . 00 if the appeal is from a <br /> 3 -6-72 <br />
