435 <br /> determination of the Commission, " and deleting the remainder of <br /> the paragraph , Motion was seconded by Councilman Williams and carried . <br /> Application of RESORTS INTERNATIONAL, INC . , for a Use Permit to modify <br /> activities and tructures in an existing commercial recreational <br /> facility located at 101 Marine World Parkway , consisting of approximately <br /> 58 acres of land , in an "IR " ( Industrial-Restricted ) District , <br /> Planning Commission had at their meeting of February 15 , 1972 , <br /> unanimously approved granting of the Use Permit , subject to specific <br /> conditions , one of which required endorsement by City Council . <br /> Councilman Henderson felt this was an unusual request , and that Council <br /> should not be expected to make a decision in the absence of exhibits <br /> and testimony which had been available to the Planning Commission . She <br /> also felt it might be an appropriate matter to set for public hearing . <br /> Planning Director indicated that the firm had a representative in the <br /> audience , and assumed that he had brought material and would be available <br /> to answer questions , Mayor Bury saw the application as an expansion <br /> of an existing use, rather than origination of an unusual use . <br /> Mr . Ralph Helfer, President of Africa , USA , <br /> offered some introductory remarks , prior <br /> to showing by Mr , Richard West , General <br /> Manager of Marine World Division of Resorts <br /> International , of a film originally set <br /> in the Los Angeles area , explaining that <br /> the training methods for the wild animals <br /> is such that they are more docile than <br /> under the traditional "whip , gun and chair " <br /> type of training . <br /> Following the film a large drawing of the proposed facility was displayed , <br /> and Mr . Helfer described in detail how they intend to adapt the former <br /> Marine World operation to incorporate wild animal exhibits , along with <br /> water-oriented activities . He advised that approximately 75% of what <br /> was shown in the film would be brought to this area , that a great deal <br /> of planting will be done , and referring to the drawing, indicated an area <br /> for parking, initially to provide 1500 spaces , with perhaps more later . <br /> Mr . Helfer responded to a number of questions by Council during the dis - <br /> cussion, indicating that the San Carlos Airport is not expected to adversely <br /> affect the animals , nor would the climate be detrimental . Also , they plan <br /> to make use of a new type of conveyance for visitors in the park . <br /> Councilman Keckley questioned whether there was any objection to any of <br /> the conditions imposed by the Planning Commission , <br /> Mr . Walter Blum , Officer of Resorts <br /> International , and representing them <br /> in this project , advised they had <br /> studied the conditions carefully and <br /> faind none difficult to comply with . <br /> Request for Rate Increase , Peninsula Cable Television .
