He hoped they could come before Council sooner than six months , and that this length of time might create an extreme hardship . Council briefly discussed the matter of a time interval , and Councilman Weymouth indicated that from the examination by Controller ' s office and on the basis of the figures it appeared that the cable company had found costs much greater than originally anticipated , and that he would not be willing to approve a time interval beyond six months , Councilman Weymouth felt it was necessary to recognize that in the period the system has been operating , expenses had gone up , and this fact was presented by City ' s own auditing staff . Councilman Henderson offered an amended motion, to terminate Council ' s present consideration of the rate increase application , and seek further examination of the triple accounting procedure , and the company to seek correction of the deficiencies in operations and review potential for increased subscriptions and public services , and correction of the overcharge , eliminating specified time interval, to return to Council for reconsideration of rate increase , seconded by Councilman Keckley and carried . Councilman Weymouth moved to adopt RESOLUTION NO . 6689 AMENDING SECTIONS 3 , 4 and 5 OF RULE VIII OF THE PERSONNEL RULES AND REGULATIONS OF THE CITY OF REDWOOD CITY RELATING TO EXAMINATIONS , seconded by Councilman Keckley . In response to question by Council , City Manager indicated that the flexible "pass point " method did have the potential of lowering standards , but that it would not happen accidentally . There might well be situations where this might be desirable for securing employees for certain type of positions . Whitney Halteman , representing Peninsula Association of Public Employees , expressed approval of the resolution , but asked that in the future when changes in Rules and Regulations are proposed , their organization be informed in advance . He also felt the language should be simplified . City Manager advised that it was hoped to reduce Rules and Regulations to a more readable form for the benefit of prospective employees as well as existing employees .
