Council briefly discussed the <br /> matter of a time interval , and Councilman Weymouth indicated that from the <br /> examination by Controller ' s office and on the basis of the figures it appeared <br /> that the cable company had found costs much greater than originally anticipated , <br /> and that he would not be willing to approve a time interval beyond six months , <br /> Councilman Weymouth felt it was necessary to recognize that in the period <br /> the system has been operating , expenses had gone up , and this fact was <br /> presented by City ' s own auditing staff . <br /> Councilman Henderson offered an amended motion, to terminate Council ' s present <br /> consideration of the rate increase application , and seek further examination <br /> of the triple accounting procedure , and the company to seek correction of the <br /> deficiencies in operations and review potential for increased subscriptions <br /> and public services , and correction of the overcharge , eliminating specified <br /> time interval, to return to Council for reconsideration of rate increase , <br /> seconded by Councilman Keckley and carried . In response <br /> to question by Council , City Manager indicated that the flexible "pass point " <br /> method did have the potential of lowering standards , but that it would not <br /> happen accidentally . There might well be situations where this might be <br /> desirable for securing employees for certain type of positions . <br /> Whitney Halteman , representing Peninsula <br /> Association of Public Employees , expressed <br /> approval of the resolution , but asked that <br /> in the future when changes in Rules and <br /> Regulations are proposed , their organization <br /> be informed in advance . He also felt the <br /> language should be simplified . <br /> City Manager advised that it was hoped to reduce Rules and Regulations to a <br /> more readable form for the benefit of prospective employees as well as <br /> existing employees .
