Griner advised it was his <br /> understanding the company was ready , willing and able to perform these <br /> functions , but the problem had to do with lack of close communication, <br /> and felt that someone should be designated as liaison for contact on <br /> a day-to-day basis . He stated they had the technicians , equipment and <br /> "know-how " , but needed assistance as to what could be videotaped . <br /> Councilman Keckley felt these concerns were the responsibility of the <br /> Company, and that it was for them to make known what was available , <br /> since it was their service . Mr . Griner indicated they would be anxious <br /> to correct the lack of communication , and were open to suggestions . <br /> Councilman Henderson questioned how , without consulting the three grantors , <br /> their balance sheet showed the three systems , Belmont , San Carlos and <br /> Redwood City , were combined . Mr . Griner indicated it was his understanding <br /> that the idea was to consolidate the three in order to avoid overlapping <br /> and duplicating of services , to allow more and better service . Councilman <br /> Henderson indicated that her objection was to the fact that this was <br /> decided by the company, without consultation with the City . Councilman <br /> Weymouth supported the concept of combining certain facilities , operations <br /> or businesses for reasons of economy , but that allocating can be done in <br /> a number of ways , and this was where there should have been consultation <br /> between the three . <br /> In additional discussion, Mayor Bury noted public facilities which would <br /> benefit from utilization of cable service . He also inquired as to <br /> anticipated effect of construction of the new Mt . Sutro television <br /> antenna . Mr . Griner stated this would definitely be detrimental to them, <br /> and hoped they would have enough improved programming so that people <br /> will prefer their service . He indicated this tower would have an adverse <br /> effect on every cable operator . <br /> Following additional discussion , Councilman Henderson moved to deny <br /> rate increase application , and ask Peninsula Cable Television to correct <br /> the overcharges , and respond to management questions , and to be prepared <br /> to come before Council a year from now , presuming other conditions have <br /> been met . Councilman Keckley offered the second , with the condition <br /> motion be amended to reduce the time to six months . Councilman Henderson <br /> stated for clarification that her intent was review in the next fiscal <br /> year , and if seconder was agreeable , to substitute the phrase , "before <br /> the end of this calendar year " . Councilman Williams asked the applicant <br /> whether in his opinion the company could continue to perform services for <br /> six months without the increase . Mr . Griner respcn ded that as their <br /> financial statement indicated , they were operating at a loss . He referred <br /> 3 .6-72 <br />
